The Florida League of Cities will support legislation <br />that authorizes additional resources and <br />incentives for cities to deter crime and provide a <br />higher quality of life t'or their citizens, such as <br />expanding the criteria for drug-free safe zones and <br />strateg|es to prevent iuven|le crime. <br /> <br />Public Safety <br /> <br />600 <br /> <br />The Florida League of Cities recognizes that crime <br />directly impacts communities and the quality of <br />life. The principle criminal justice problems <br />currently crippling our communities are violent <br />crime, alcohol and drug abuse, and the lack of <br />appropriate sentencing. Criminal penalties for <br />violent crimes, whether committed by juveniles <br />or adults, should be punishable according to the <br />sentencing guidelines. <br /> <br />-%e Florida League of Cities will support legislation that: <br /> <br />600. I <br /> <br />Commits increased state resources toward <br />adequately funding correctional facilities and law <br />enforcement personnel, as well as drug prevention, <br />education, rehabilitation and treatment programs. <br /> <br />600.2 <br /> <br />Improves the process used by government and <br />private agencies to track sexual predators/ <br />offenders when released or transferred into the <br />community. <br /> <br />600.3 <br /> <br />Increases the drug-free "safe zone" from 200 to <br />1,000 feet for purposes of enforcing special <br />criminal penalties for drug dealing in or near public <br />parks. <br /> <br />600.4 Provides for easier recovery of stolen property <br /> by crime victims. <br /> <br />600.5 <br /> <br />Increases funding and local flexibility for mental <br />health services either through the criminal justice <br />system or mental health facilities. <br /> <br />600.6 <br /> <br />Improves law enforcement training to increase <br />adherence to human sensitivi~ standards in the <br />performance of police duties. <br /> <br />600.7 <br /> <br />Provides that the penalties for assault or battery <br />of parks and recreation department personnel are <br />similar to the penalties for attacks on teachers and <br />other school personnel. <br /> <br />600.8 <br /> <br />Provides state funding for criminal screening and <br />drug testing for volunteers who work with <br />children or disabled adults, on behalf of a <br />governmental agency, prior to their service. <br /> <br />600.9 Provides state funding to assist cities with training <br /> and equipment for the prevention of terrorism. <br /> <br />Juvenile Justice <br /> <br />6Ol <br /> <br />The Florida League of Cities recognizes that to <br />adequately intervene in the lives of first-time, non- <br />violent offenders and troubled youth, and to <br />prevent further loss of our youth to crime requires <br />community involvement.
