Located in north Pinellas County, This position was accepted on an interim basis for six <br />months; however, after arriving, and with a new Board majority, made the decision to <br />continue to serve. The goal was to change the direction ora city seriously floundering, <br />caused by ineffective administration, and lacking professional experience. Tarpon <br />Springs traditionally had a reputation of inadequate maintenance of f:acilkies; hostile <br />relationships with the press and citizens; and lack of professional management. In 1987, <br />the community was investigated by a Grand Jury; had twenty-one lawsuits outstanding; <br />was threatened with loss of credibility with public, other governments, press and <br />employees. The city had serious financial difficulties because ora fa/lure to increase the <br />tax rate for fit~een years and having used non-recurring revenues totaling 16% of the <br />operating budget to pay for recurring operating expenses. Facilities and infrastructure <br />were ignored thereby placing most in a seriously deteriorated condition. Further the city <br />was threatened w/th loss of liability insurance resulting from excessive claims. <br /> <br />The goal of changing the direction of the city was met. Effective programs were <br />developed including: <br /> 1. Approval of first five-year CIP <br /> 2. Completion of first Comprehensive Plan for the City <br /> 3. Approval of first multi-year contract with Police Union (not had a contract in <br /> the last three of the previous four years) <br /> 4. Increased morale through team building <br /> 5. Developed comprehensive set ofpersormeI rules for first time <br /> 6. Developed departmental goals and objectives <br /> 7. Established an on-going maintenance program for existing infrastructure and <br /> facilities <br /> 8. Reestablished communications wkh other govermnental agencies. <br /> 9. Developed a professional staff <br /> 10. Resolved insurance difficulties <br /> 11. Reduced number of lawsuits pending without any additional lawsuits flied. <br /> <br />Citw Mana.~er/Assistant Cit7.
