with the public. Stability was reestablished in the organization wtfile implementing <br />major re-organizational changes and key staff appointments. Credibility was established <br />with the County Commission and public by assuring that all aspects of government <br />would be conducted in the open and in a positive, ethical manner. Four momhs after <br />appointment, three new commissioners were elected. Transitions were smooth and new <br />programs continued. Prior to arrival, the county had experienced property tax increases <br />for the past five years. My first budget was proposed at a reduced millage rate, and <br />followed by budgets with reduced millage increases for the next four years. Developed <br />the first five year capital improvement program; a replacement pro,am for outdated <br />equipment; and streamlined the entire budget process. <br /> <br />Major Accomplishments: <br /> 1. Major reorgan/zation to include four department head replacements, elimination <br /> o£outdated programs, elimination/addition of departments. <br /> 2. Establishment of Ethics Policy <br /> 3. Development of Disaster Mitigation Pro,am <br /> 4. Savings in Insurance Programs <br /> 5. Identified County building needs. Implemented programs to meet those needs <br /> including financial strategies. <br /> 6.Cunducted analysis of Solid Waste for privatization <br /> 7. Conducted and implemented a privatization pro,am for Emergency Medical <br /> Services and Jail Operation. <br /> 8.Instituted goal-setting sessions with County Commission <br /> 9.Constructed main library and automated card catalog system <br /> 10. Constructed administration building (70,000 sq f~) <br /> 11. Restoration of Historlc Courthouse <br /> 12. Airport Master Plan <br /> I3. Joint projects with other governmental agencies to pool <br /> resources to include: school system, mun/cipalities, State Fire College, <br /> Southwest Flor/da Water Management D/strict, and Florida Department of <br /> Environmental Protection. <br /> <br />Independent Contractor. I990-1992 <br /> <br />Network Marketing - Government Services, and Realtor. <br />Development of marketing team tbr ~vater and air filtration products for national f~rrn. <br />Program involved recruiting, selecting, training. ~nd motivating individuals.
