FIRST READING OF ORDINANCE 03-1078 - AMENDING THE CITY <br /> <br />UNIFIED LAND DEVELOPMENT REGULATIONS REV1SING PMX-L AND <br /> <br />PMX-H ZONING DISTRICTS <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to read Ordinance 03-1078 <br />by title only. Motion was seconded by Commissioner <br />Hart. Motion carried unanimously by voice vote. <br /> <br />The City Clerk read Ordinance 03-1078 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING THE <br />CITY OF CASSELBERRY, FLORIDA, UNIFIED LAND DEVELOPMENT <br />REGULATIONS TABLE 2-5.3, LAND USE BY DISTRICT, AS ESTABLISHED IN <br />ARTICLE V, SECTION 2-5.2, AS AMENDED AND SUPPLEMENTED; ALLOWING AS <br />A CONDITIONAL USE VEHICULAR SERVICES, MAINTENANCE AND LIGHT <br />MECHANICAL REPAIRS IN THE PMX-H ZONING DISTRICT; CREATING SECTION <br />2-7.27 VEHICULAR SERVICES; MAINTENANCE, AND LIGHT MECHANICAL <br />REPAIR IN THE PMX-H AND PMX-L ZONING DISTRICTS, ESTABLISHING DESIGN <br />CRITERIA TO REDUCE NEGATIVE IMPACTS; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, CODIFICATION AND AN EFFECTiVE DATE." <br /> <br />The Notice of Public Hearing relative to Ordinance 03-1078 was published in the Orlando Sentinel on <br />January 5, 2003. <br /> <br />Mr. Wells stated Ord;mance 03-1078 provides for allowance of vehicular services, mffintenance and light <br />mechanical repair as a conditional use in the PMX-H and PMX-L zoning districts when the subject use is <br />properly buffered from residential uses. Ordinance 03-1078 also provides for design considerations to <br />mitigate potential negative impacts of vehicular services. The Planning & Zoning Commission/Land <br />Planning Agency voted 5-0 at its December 11,2002 meeting to recommend approval of Ordinance 03-1078. <br />Staff recommended approval of Ordinance 03-1078 on first reading. <br /> <br />Mayor Pronovost asked if there was anyone in the audience that wished to speak either for or against <br />Ordinance 03-1078. No one came forward. Mayor Pronovost closed the public heating. <br /> <br />MOTION: <br /> <br />Vice Mayor Clark moved to approve and adopt <br />Ordinance 03-1078 on first reading, as presented. <br />Motion was seconded by Commissioner Doerner. <br />Motion carried unanimously by roll call vote. <br /> <br />Roll Call Vote of the City Commission: <br /> <br /> Commissioner Doerner - Yes; Commissioner Cook - Yes; Commissioner Hart - Yes; Vice Mayor <br /> Clark - Yes; Mayor Pronovost - Yes.
