Mr. Kusnick stated Mr. Conte of Republic Sea-vices was present and would note Commissioner Cooks concerns. Mr. Segreto noted that the contract provides for citizens to arrange for special pick ups. MOTION: Vice Mayor Clark moved to approve Resolution 03- 1396 as presented. Motion was seconded by Commissioner Hart. Motion carried unanimously by voice vote. 4. FIRST READING OF ORDINANCE 03-1076 - AMENDING CITY CODE TO ALLOW FOR ADJUSTMENTS TO ACCOUNTS REGARDING NON- BENEFICIAL WATER RATES MOTION: Vice Mayor Clark moved to read Ordinance 03-1076 by title only. Motion was seconded by Commissioner Doerner. Motion carried unanimously by voice vote. The City Clerk read Ordinance 03-1076 by title as follows: "AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORII)A, AMENDING ARTICLE III, SECTION 86-192(B), ADJUSTMENT OF BILLS OF CHAPTER 86, UTILITIES, OF THE CITY CODE OF ORDINANCES, TO ALLOW FOR THE ADJUSTMENT OF WATER BILLS FOR CERTAIN TYPES OF LEAKAGES FROM THE CUSTOMER SIDE OF THE METER; PROVIDING FOR SEVERABILITY, CODIFICATION, CONFLICTS AND EFFECTIVE DATE." Mr. Segreto stated Ordinance 03-1076 provides for adjustment of water bills for customers who experience water leaks either under the building slab or in other areas where the leak is not obvious to the customer and results in an extraordinary bill. Staffrecommended approval of Ordinance 03-1076 on first reading. MOTION: Vice Mayor Clark moved to approve Ordinance 03- 1076, on first reading. Motion was seconded by Commissioner Doerner. Motion carried unanimously by roll call vote. Roll Call Vote of the City Commission: Commissioner Doerner - Yes; Commissioner Cook - Yes; Conunissioner Hart - Yes; Vice Mayor Clark - Yes; Mayor Pronovost - Yes. Motion passed 5 - 0. The Public Hearing for Ordinance 03-1076 is scheduled to be held on Monday, January 27, 2003.
