CASSCLBCRRY CITY COMN11SSION <br />Minutes of March 24, 2025 — Regular Meeting <br />Page 11 of 14 <br />The proposal to retitle one of the Recreations Programs Coordinators that is currently oil the arts side of <br />things to the Arts Programming Coordinator, and to retitle the part-time Recreation Specialist to the Arts <br />Program Special and make it a full-time position with an increase in paygrade from 19 to 20 is to better <br />distinguish the arts component of those positions within the division. The increase in pay grade of the Arts <br />& Marketing Supervisor who would be supervising those two staff members from 40 to 42 would be to <br />better align the pay grade with other supervisor positions and reflect job functions. The four new proposed <br />positions would include two full time Recreation Specialists at pay grade 20 and one full-time Head <br />Lifeguard at pay grade 20 to help serve Wirz Park, and one full-time Recreation, Sports & Aquatics <br />Supervisor at paygrade 42 which would oversee Wirz Park, including supervising the Aquatics Coordinator <br />and Head Lifeguard, as well as coordination of sports and oversight of the Wheel Parks. These changes <br />will result in a significant increased burden to the General Fund and Budget Amendment #25-021 addresses <br />that increase for the remainder of Fiscal Year 25 based on when it is anticipated to bring new staff on board. <br />The increases will also be factored in the proposed Fiscal Year 26 Budget. Although they will not fully <br />defray the increased costs of staffing and operations, additional revenues from the rental of the new facilities <br />are expected, and an updated fee schedule will be brought to the Commission as an agenda item for <br />consideration in the near future. <br />Discussion: A brief discussion ensued which included: the reasoning for some of the proposed staff title <br />changes and paygrade increases; efforts to increase programming of the Arts Center and other facilities and <br />the need for shifting of duties so some staff would be devoted to the arts component and some the sports <br />and recreation component; and the number of lifeguards both current and anticipated, and how the <br />lifeguarding program and seasonal lifeguard staffing is handled. In response to a question regarding <br />budgeting for the lifeguard program, Dr. Brock explained that there was a budget in place for temporary <br />staff; however, at this time staff was not proposing to increase the seasonal budget. He added that lifeguards <br />were budgeted under seasonal, not regular personal services, so that was not part of the reorganization being <br />proposed at this time. <br />Budget Impact: Budget Amendment 425-021 will provide sufficient funding for this item for the <br />remainder of Fiscal year 2025. <br />BA #25-021 <br />Explanation of Request: This budget amendment seeks City Commission approval to provide funding <br />for the reorganization of the Recreation Division. <br />Account Number Account Description Amount <br />Increase: <br />Revenues <br />001-0000-389.90-00 Other Non -Operating Source $210,238 <br />Total Revenues: <br />Increase: $210,238 <br />
