Planning & Zoning Commission/ <br />Local Planning Agency Minutes <br />February 12, 2025 <br />Page 7 <br />Discussion: Members of the Planning and Zoning Commission posed brief questions to the staff <br />related to setbacks. <br />Audience Participation: Vice -Chairperson Stanley asked if a representative was present to speak <br />on this item. <br />Mr. Paul Quinn, 251 Lake Griffin Circle, discussed an adjacent parcel and a related sale history. <br />Mr. Quinn provided further comments on the property's history, lake pollution, trees, and privacy. <br />Ms. Jenny R. Quinn, 251 Lake Griffin Circle, comment further on the current property condition. <br />Ms. DeJesus commented further on the lot configuration procedures. Mr. Linder pulled up the <br />Seminole County Property Appraiser website and discussed existing conditions. Additional <br />discussion followed. <br />MOTION: Mr. Veigle moved that the Planning and Zoning Commission/Local <br />Planning Agency, approve project number VAR 24-02: a variance <br />request to allow a 5 ft. side setback for the construction of a single-family <br />home on one (1) parcel identified as Parcel ID 08-21-30-510-ED00-0040. <br />This recommendation is based on the findings in the staff report, as well <br />as the testimony and evidence presented during the meeting. The request <br />is also consistent with the applicable provisions of the Unified Land <br />Development Regulations and aligns with the City's Comprehensive <br />Plan, as detailed in the written findings within the staff report. Finally, <br />this recommendation includes the seven (7) conditions listed into the <br />record by staff Mr. Bass seconded the motion. The motion passed <br />unanimously by voice vote, 5-0. <br />B. TA 24-08: ULDR Text Amendment to Allow Electronic Messaging Centers (EMCs) <br />Staff presentation: Mr. McFerrin, Planner I, presented case number TA 24-08: a request to <br />recommend approval of an ordinance (TA 24-08) to the City Commission that amends the City's <br />Unified Land Development Regulations (ULDR) to permit the installation of Electronic <br />Messaging Centers (EMCs), which have increased in popularity in recent years. <br />The proposed ordinance includes four key changes to the existing regulations. First, it proposes <br />amending the definitions section of the sign code (Section 3-16.2) to include a definition for <br />"Electronic Message Centers." The definition is as follows: "An on -premises ground sign <br />component without moving parts that utilizes a computer or other electronic means to change the <br />digital message displayed through the use of intermittent light or lights, including light emitting <br />diodes, liquid crystal display, plasma image screen display, or similar equipment." <br />
