City of Casselberry <br />Parks and Recreation Advisory Board <br />Regular Meeting — March 11, 2025 <br />several inquiries past the July 15th deadline so they felt it was best to extend it to July 3111 <br />2024. He also stated that he was open to any suggestions to differentiate the two programs. <br />Board Member Buffy Werle shared her personal experience with the Adopt -A -Tree program, <br />stating it was a positive experience and requested additional smaller tree options be <br />considered. She also recommended sending out a flyer about the program to those in the city <br />who are eligible. Dr. Brock stated this would be cost prohibitive but perhaps certain areas could <br />be targeted for a mailout based upon need for trees. Board Member LeAnn Nash shared her <br />personal experience with the Adopt -A -Tree program. Additionally, she expressed concerned <br />with the lack of permit requirements in the city for tree removal of protected species. Dr. Brock <br />shared that the permitting process takes place through the Community Development <br />Department and the City is restricted by the State on what can be required. Buffy Werle asked <br />if the "adopted" trees are tracked by the city and stated that the application does not specify <br />anything regarding communication with the new owners when the house is sold. Dr. Brock <br />stated yes, they are periodically inspected. Board Member Cody Highley stated that the <br />application does not specify that the recipient will care for the tree in perpetuity. Board Chair <br />Sarah Wilson inquired if the trees are purchased locally. Dr. Brock stated he believes they are <br />sourced locally. Additionally, she suggested an advertisement with a QR Code regarding the <br />program be added to the City's water bill. <br />Board Chair Sarah Wilson asked for comments from the public. There were none. <br />Board Member Cody Highley moved to provide a favorable recommendation to the City <br />Commission to approve the opening of the applications for the Adopt -A -Tree program for this <br />year as soon as possible, ending August 31, 2025, and allowing applicants to request up to <br />two trees and to include smaller tree options, and with next year's application dates to begin <br />March 1, 2026, ending August 31, 2026. Motion was seconded by Board Member Danielle <br />Meyering. Motion carried unanimously 5-0 by voice vote. <br />7. Staff Reports <br />Recreation Manager, Linda Moore, stated that at the last meeting she shared that the speed <br />limit on Winter Park Drive was thirty-five miles per hour when it is actually twenty-five. <br />Additionally, she followed up on the address of both Wheel Parks stating that Wheel Park I's <br />address is 951 N. Winter Park Drive and Wheel Park II's address is 952 N. Winter Park Drive. <br />She shared updates on past events which included the Spring Jazz & Art Festival, and shared <br />information regarding upcoming events to include Friday Food Trucks, EarthFest, Rock N' Roll <br />Concert & Car Show and the current exhibitions at the Sculpture House, Art House and Arts <br />Center, once again highlighting The Gillespie Invitational. <br />
