Code Enforcement Hearing <br />Minutes, September 19, 2024 <br />Page 2 <br />A. CE -24-000843: 1660 Holliday Drive <br />Violations — Ordinance 20-1534 Dumpsters/Roll-off containers — In Compliance <br />City Code 2-7.20.C.1.a Mobile Home carport or garage requirements. <br />Staff Presentation: Tyler Hall, Code Compliance Officer stated that case 23-000843, subsequent case <br />located at 1660 Holliday Drive was not in compliance with the Special Magistrate order dated July 18, <br />2024, and the fine of $75.00 per day should be imposed to begin on August 15, 2024for the violation of 2- <br />7-20.C.1.a. The Special Magistrate asked if there was anyone in the audience that wished to speak about <br />this case. The property owner was present. <br />Discussion: Vicci Cranias and Fredy Sastoque 1660 Holliday Drive gave testimony and gave an update on <br />the status of this violation. The pending inspections would be a few days past the deadline, as there were <br />issues with rain. It was requested to not have a fine imposed. Mr. Hall advised that the City wanted to stay <br />with the compliance date given of September 18, 2024, due to multiple extensions already granted to the <br />property owner. The property owner was encouraged to utilize the reduction process for any fines accrued. <br />Special Magistrate Ruling: A ruling was made by the Special Magistrate that case CE -24-000843, located <br />at 1660 Holliday Drive, the property was found in violation 2-7.20.C.1.a, by the extension date of <br />September 18, 2024, the $75.00 per day fine was imposed and will continue to run until compliance has <br />been achieved. <br />NEW CASE <br />A. CE -24-000380: 1029 Osceola Trail <br />Violation — City Code 1-4.3.a: No Building Permit <br />City Code 2-7.20.C. 1.a Mobile home carport or garage requirements <br />City Code 2-7.20.c.b: Mobile home design requirements - Skirting <br />City Code 3-10.3.c.1: Overgrowth, weeds, trash and debris- In Compliance <br />City Code 3-10.3.a.4 Roofs, gutters, down spouts - maintenance <br />Staff Presentation: Tyler Hall, Code Compliance Officer gave testimony for case CE -24-000380, located <br />at 1029 Osceola Trail. The property was reinspected and found to remain in violation on September 16, <br />2024. The City requested a correction date of October 17, 2024. If there is no compliance by October 17, <br />2024, then the per day fines should then be imposed for each day of non-compliance thereafter. The City <br />requested a subsequent hearing date of October 17, 2024, to determine compliance. There was a <br />representative present to speak about this case. <br />Discussion: Richard Casselberry, 413 Bridle Path, trustee of the property stated there was a permit and the <br />last he heard about the permit was about a year ago, and Mr. Casselberry was not notified by the building <br />department as the property owner on what was happening. <br />Ryan Hoffman, Hoffman and Adams Construction, 225 Loch Loman Avenue, Longwood, FL, advised that <br />there was an approved permit, and the client ran out of money, 3-4 months of no work and a stop work <br />order was issued. Mr. Hoffman stated he was under the understanding that a permit was good for 12 months. <br />They have been trying to reapply for a building permit.
