Award of Bid and Construction Agreement with DBE Management LLC dba DBE Utility Services for the Winter Woods Force Main Replacement Project and Related Budget Amendment #25-004 Staff Presentation: Acting Utilities Director Jiovani Charres gave a brief overview of this item, stating that award of bid and a construction agreement with DBE Management LLC dba DBE Utility Services in the amount of $1,837,909.05 for construction of the Winter Woods Force Main Replacement Project, authorization for the City Manager to approve change orders up to 5% of the base proposal amount, and approval of related Budget Amendment 425-004 rolling over and re -budgeting $1,120,116 to fully fund the project is being requested. The Winter Woods Force Main Replacement Project area is located in the Winter Woods community in unincorporated Seminole County and will run along Nottingham Drive, Winter Woods Boulevard and enter the City of Casselberry city limits on State Road 436, and run from City Lift Station Number 63 to a termination manhole in front of Casselberry Commons on State Road 436. An Invitation to Bid for the project, ITB -2024-1208, was issued August 15, 2024 and included furnishing all labor, equipment and materials necessary to install approximately 6,200 feet of existing force main, additional valving for the old force main and lift station and lining of the terminating manhole. DBE Management was the only contractor that responded with a proposal, which included a construction cost of $1,837,909.05, and since that was the lowest, most responsive bid, they were chosen to perform these services. Budget Amendment #25-004 rolls over and re -budgets the necessary funds in the amount of $1,120,116 into the proper account to provide sufficient funding for the project. A 10% contingency has been included to accommodate any changes orders that may be needed, and it is recommended that the City Manager be authorized to approve change orders up to 5% of the base proposal amount. An earlier item on the Consent Agenda approved construction engineering inspection services to be provided by Wright - Pierce, Inc. for this project. Budget Impact: Budget Amendment 425-004 rolls over and re -budgets $1,120,116 to account #402-0751- 536.63-40 to provide for sufficient funding for the Winter Woods Force Main Replacement Project. BA #25-004 Explanation of Request: This budget amendment seeks City Commission approval to rollover FY24 budgeted funds that will instead be expended in FY25 for the Winter Woods Force Main Replacement Project (includes PO#81822 with GAI Consultants, Inc. in the amount of $50,121).
