ZMA 24-02: An Ordinance to Amend the Official Zoning Map for Parcel ID 26-20- <br />30-5AR-OD00-055B (David Drive) <br />Staff presentation: Hunter McFerrin, Planner I, presented case number ZMA 24-02, a request of <br />the applicant to amend the City's Official Zoning Map, from Seminole County A-1 to Casselberry <br />RMF -13, (Medium Density Multifamily) for a parcel that is approximately 5 acres, located east of <br />1085 Belle Avenue along an unimproved right-of-way (David Drive). Mr. McFerrin presented the <br />proposed and existing zoning maps. The property approximately 5 acres and is currently going <br />through a corresponding FLUM designation change to Medium Density Residential (MDR). <br />Adjacent to the subject property to the north, east and south are single family homes, located in <br />the City of Winter Springs. To the east are two City of Casselberry properties, consisting of a <br />baseball training facility and a vacant retention area. <br />The property was annexed into the City on December 11, 2023, and the applicant is requesting <br />RMF -13 (Medium Density Multifamily) zoning to developing a townhome complex. Notification <br />letters were sent to properties within a 500 ft. proximity. On January 31, 2024, a physical property <br />posting was put on the property, and on February 1, 2024, the hearing was advertised in the <br />Orlando Sentinel. <br />Staff finds that the proposed amendment to the Official Zoning Map is consistent with the <br />following Comprehensive Plan Policies and Objectives: Objective FLU 1. Coordinate Future Land <br />Use; Policy FLU 1.2. Medium Density Residential; and Policy FLU 5.1. Provision of Utilities. <br />Staff finds that the zoning request for RMF -13 is compatible with adjacent uses. Regarding public <br />facilities, police services are provided by the City of Casselberry, and Seminole County provides <br />fire services. <br />Vehicular and pedestrian access will be provided via a replat of the property on 1085 Belle Avenue, <br />which the applicant also owns. City water and sanitary sewer services are available to the subject <br />property, which was recently verified through hydraulic modeling. The applicant has submitted a <br />school impact analysis for the proposed townhomes, indicating SCPS can easily accommodate the <br />added capacity. Regarding the natural environment, the proposed amendment to the Official <br />Zoning Map is not anticipated to negatively affect the natural environment, as the site is not located <br />in a floodplain, and there are no wetlands on the property. The proposed amendment to the Official <br />Zoning Map will likely generate increased Ad Valorem taxes for the City once development is <br />complete. All plans to develop the subject property will be reviewed and shall adhere to the <br />requirements of the City's Unified Land Development Regulations (ULDR) and Code of <br />Ordinances. <br />Staff recommends the approval of case number ZMA 24-02 by the Planning and Zoning <br />Commission to the City Commission based on the staff report and the testimony and evidence <br />presented that the request meets the applicable provisions of the Unified Land Development <br />Regulations (ULDR) and is consistent with the City's Comprehensive Plan as per the written <br />findings in the staff report. <br />Discussion: Members of the Planning and Zoning Commission asked staff questions.
