FLU 24-01: An Ordinance to Amend the Future Land Use Map Designation for <br />Parcel ID 26-20-30-5AR-ODOO-055B (David Drive). <br />Staff Presentation: Hunter McFerrin, Planner I, presented case number FLU 24-01 - an Ordinance <br />to amend the City's Future Land Use map to change the designation of Parcel ID 26-20-30-5AR- <br />OD00-055B from Seminole County Industrial to City of Casselberry Medium Density Residential <br />(MDR). On December 28, 2023, written notice for the proposed FLUM amendment was posted <br />along Belle Avenue, approximately where access to the subject property is proposed via 1085 Belle <br />Avenue. Written notification of this public hearing was mailed to the surrounding property owners <br />within 500 ft. on December 29, 2023. That same day, a notice was also advertised in the Orlando <br />Sentinel. <br />The subject property sits adjacent to single-family homes to the north, east and south, which are <br />in the City of Winter Springs with a Future Land Use Map (FLUM) designation of Medium Density <br />Residential and either R1 or R -IA zoning. To the west of the subject property are two parcels <br />within the City of Casselberry. The northernmost of the two parcels includes a baseball training <br />facility while the other is a retention area owned by the City of Casselberry. <br />The subject property was annexed into the City of Casselberry on December 13, 2023, via <br />Ordinance 23-1585. The applicant is requesting a Future Land Use Map amendment to establish <br />City of Casselberry entitlements to the property that will support the future development of a <br />townhome complex on the site. Single family homes abut the north, south and east sides of the <br />property. To the west is a baseball club and training facility, as well as a city -owned property. <br />The proposed amendment to the Future Land Use Map is consistent with the following <br />Comprehensive Plan Policies and objectives: Policy FLU 1.2. Medium Density Residential, and <br />Policy FLU 8.1. Future Land Use Map Amendments. Per the City's Comprehensive Plan, <br />developments with the Medium Density Residential (MDR) FLUM designation shall serve as an <br />effective transition between more intense development and single-family homes. Components <br />such as landscape buffers, lighting, parking, or connectivity will be assessed during the site plan <br />
