Planning & Zoning Commission/
Local Planning Agency Minutes
October 11, 2023
Page 2
4. Roll Call
Ms. Cutlip called the roll, and a quorum was present.
5. Approval of Minutes
No minutes were presented for approval on this agenda.
6. Disclosure of Ex Parte Communications
No disclosures of ex -parte communications were made.
7. Conditional Use Applications
No items were presented on this agenda.
8. Site Plan Applications
1. SPR 23-01: Major Site Plan Approval for Family Dental Home located at 945 S.R.
436
Staff Presentation: Matthew Linder, Planner I, presented to the Planning and Zoning Commission
case number SPR 23-01. He first stated that in March 2023, the applicant submitted a minor site
plan review that was approved at the last Development Review Committee (DRC) meeting. The
expansion is intended to expand the business by enclosing the drive-through area and creating
usable office and retail space. Specifically, the proposal would include the creation of two tenant
spaces. The area of the proposed expansion is already an impervious area as the drive-through
required a large, paved area south of the main building. The site plan also adds ADA accessibility
from the sidewalk along S.R. 436. The zoning of the subject property will remain the same - CG
(Commercial General) with a Future Land Use Map (FLUM) designation of Commercial
(COMM). This zoning district permits the use of a dental office and will support general retail
sales for the two tenant spaces, as well as other uses permitted in the CG (Commercial General)
zoning district.
The proposed project meets all setback and buffer requirements and is expected to reduce the
impervious area of the current site by 868 sq. ft. The facade is compatible and harmonious with
the surrounding area. The applicant has not provided a photometric plan as no new lighting is being
proposed. Landscaping has been greatly improved with the addition of both canopy trees and
shrubs to meet the minimum buffer and landscaping requirements. No trees are being removed and
there is no new signage being proposed with this project. Parking will be improved with the
addition with a total of 35 parking spaces.
Staff recommends that the Planning and Zoning Commission approve case number SPR 23-01,
with the following conditions. The applicant was present.
