SPR 23-01: Major Site Plan Approval for Family Dental Home located at 945 S.R. <br />436 <br />Staff Presentation: Matthew Linder, Planner I, presented to the Planning and Zoning Commission <br />case number SPR 23-01. He first stated that in March 2023, the applicant submitted a minor site <br />plan review that was approved at the last Development Review Committee (DRC) meeting. The <br />expansion is intended to expand the business by enclosing the drive-through area and creating <br />usable office and retail space. Specifically, the proposal would include the creation of two tenant <br />spaces. The area of the proposed expansion is already an impervious area as the drive-through <br />required a large, paved area south of the main building. The site plan also adds ADA accessibility <br />from the sidewalk along S.R. 436. The zoning of the subject property will remain the same - CG <br />(Commercial General) with a Future Land Use Map (FLUM) designation of Commercial <br />(COMM). This zoning district permits the use of a dental office and will support general retail <br />sales for the two tenant spaces, as well as other uses permitted in the CG (Commercial General) <br />zoning district. <br />The proposed project meets all setback and buffer requirements and is expected to reduce the <br />impervious area of the current site by 868 sq. ft. The facade is compatible and harmonious with <br />the surrounding area. The applicant has not provided a photometric plan as no new lighting is being <br />proposed. Landscaping has been greatly improved with the addition of both canopy trees and <br />shrubs to meet the minimum buffer and landscaping requirements. No trees are being removed and <br />there is no new signage being proposed with this project. Parking will be improved with the <br />addition with a total of 35 parking spaces. <br />Staff recommends that the Planning and Zoning Commission approve case number SPR 23-01, <br />with the following conditions. The applicant was present. <br />
