Public Hearing: Second Reading of Ordinance 24-1608 — Amending hapter 86, <br />Utilities. Article III. Water of the Citv Code of Ordinances <br />The City Clerk read Ordinance 24-1608 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 86, <br />UTILITIES, ARTICLE III, WATER OF THE CODE OF ORDINANCES, SECTION 86-189(4),86- <br />266, 86-267, 86-268, TO INCREASE RATES FOR POTABLE IRRIGATION FOR BACKFLOW <br />TESTING AND TO UPDATE THE CROSS -CONNECTION CONTROL CODE; PROVIDING <br />FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to second reading of Ordinance 24-1608 <br />was advertised in the Orlando Sentinel on Friday, September 13, 2024. <br />Business Impact Statement: A Business Impact Statement was provided for this ordinance in accordance <br />with Section 166.041(4), Florida Statutes. <br />Staff Presentation: Acting Utility Divisions Director Jiovani Charres gave a brief overview of Ordinance <br />24-1608 which amends Chapter 86, Utilities, Article III, Water of the City Code of Ordinances to update <br />the City's Cross Connection Control Program for the addition of residential backflow testing services. He <br />explained that if the ordinance is approved, the City will take over the backflow testing process for <br />residential properties within and without the City that are on potable irrigation. The requested amendment <br />calls for an increase in the potable irrigation base fee of $1 per month to cover the City for offering these <br />services. The City estimates a cost of approximately $24 for backflow testing compared to the $50-$75 <br />cost range which customers generally incur when trying to procure these testing services. Approximately <br />1650 customers will be affected by the proposed changes beginning in Fiscal Year 2025. The ordinance <br />also generally updates language to modernize it, since the last update was done in the 1990's. No changes <br />have been made to the ordinance since first reading on August 26t1i. City Manager Randy Newlon and Mr. <br />Charres clarified that currently the City's utility customers who have potable irrigation are responsible for <br />hiring a plumber to test their backflow device and provide the results to tine City, and that process is more <br />
