CASSELBERRY CITY COMMISSION <br />Minutes of September 23, 2024 — Regular Meeting <br />Page 15 of 21 <br />REGARDING PARCEL ID# 08-21-30-300-0040-0000, PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND AN EFFECTIVE DATE." <br />Staff Presentation: Public Works & Utilities Business Analyst Kenna Henry gave an overview of <br />Resolution 24-3462 which provides for conveyance and acceptance of a Trail Easement Agreement with <br />Home Depot, associated with the proposed US Highway 17-92 to Sunset Drive Pedestrian Connectivity <br />Project. She explained that this easement would allow public access in perpetuity to a shared use path for <br />usage, operation, and maintenance and repairs whenever necessary. The trail will tie into the Lake Concord <br />boardwalk and will continue eastward until it concludes at the proposed midblock crossing on Sunset Drive. <br />Budget Impact: Approval of Resolution 24-3462 and the Trail Easement Agreement with Home Depot <br />will not impact the City's budget. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of Resolution 24-3462. <br />Audience Participation: No one came forward to address Resolution 24-3462. <br />MOTION: Commissioner Busch moved to approve Resolution 24-3462, as presented. <br />Motion was seconded by Vice Mayor Aramendia. Motion carried unanimously <br />by voice vote 4-0. <br />E. Resolution 24-3467 — In Recognition of Dedicated Public Service and Outstanding <br />Legal Service by Catherine D. Reischmann as City Attorney to the City of <br />Casselberry <br />The City Clerk read Resolution 24-3467 in its entirety, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, IN RECOGNITION OF DEDICATED PUBLIC <br />SERVICE AND OUTSTANDING LEGAL SERVICE BY CATHERINE D. <br />REISCHMANN AS CITY ATTORNEY FOR THE CITY OF CASSELBERRY, THE <br />CITY COMMISSION AND STAFF. <br />WHEREAS, CATHERINE D. REISCHMANN has served the City of Casselberry as its legal <br />representative for more than a quarter of a century in various capacities as the Code Enforcement Board <br />Attorney, Assistant City Attorney and culminating with service as City Attorney from July 23, 2001 through <br />September 30, 2024; and <br />WHEREAS, CATHERINE D. REISCHMANN has honorably carried out the duties and <br />responsibilities of City Attorney in an exemplary manner, and the results of her endeavors as the City's <br />legal representative during numerous legal challenges are shining examples of her professionalism, wise <br />counsel and leadership; and <br />WHEREAS, CATHERINE D. REISCHMANN has dedicated an abundance of time, talent and <br />diligence to the welfare of the citizens of the City of Casselberry and has significantly helped mold <br />Casselberry into the outstanding City it is today; and <br />
