Motion carried unanimously <br />by voice vote 4-0. <br />B. Resolution 24-3465 — Utility Easement Agreement between Home Depot Duke <br />Energy Florida, LLC, and the City of Casselberry for the US Highway 17-92 to <br />Sunset Drive Pedestrian Connectivity Project <br />The City Clerk read Resolution 24-3465 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING A UTILITY EASEMENT AGREEMENT BETWEEN HOME DEPOT, <br />DUKE ENERGY FLORIDA, LLC, AND THE CITY OF CASSELBERRY REGARDING PARCEL <br />ID# 08-21-30-300-0040-0000, PROVIDING FOR CONFLICTS, SEVERABILITY, AND AN <br />EFFECTIVE DATE." <br />Staff Presentation: Public Works & Utilities Business Analyst Kenna Henry gave an overview of <br />Resolution 24-3465 which provides for conveyance and acceptance of a Utility Easement Agreement <br />between Home Depot, Duke Energy, LLC, and the City of Casselberry for construction of lighting <br />infrastructure, repairs, operation and maintenance of lighting throughout the project area associated with <br />the proposed US Highway 17-92 to Sunset Drive Pedestrian Connectivity Project. She gave a brief history <br />of the project, explaining that the City had an interest in providing a safe pedestrian connection from the <br />Lake Concord boardwalk to Sunset Drive and had contracted with a consultant in 2012 to start the design; <br />however, the City was unable to obtain the easements necessary for the project. However, recently, staff <br />from the Public Works & Utilities and Community Development Departments had been able to negotiate <br />and obtain those easements allowing the project to move forward. With the three easements being presented <br />for approval at tonight's meeting, the project will not only connect the boardwalk with Sunset Drive but <br />will also create a loop around Lake Concord. Ms. Henry briefly described some of the key elements of the <br />project, noting that it will be approximately .19 miles long and cost is currently estimated at 90% plans to <br />be $544,000. It is anticipated that construction will begin in the fall of 2025 and conclude in the summer <br />of 2026. <br />Budget Impact: Approval of Resolution 24-3465 and the Utility Easement Agreement will not impact the <br />City's budget. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of Resolution 24-3465. <br />Audience Participation: No one came forward to address Resolution 24-3465. <br />MOTION: Commissioner Busch moved to approve Resolution 24-3465, as presented. <br />
