CASSELBERRY CITY COMMISSION <br />Minutes of September 23, 2024 — Regi lar Meeting <br />Page l l of 21 <br />The City Clerk read Resolution 24-3464 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA <br />ADOPTING THE FINAL BUDGET FOR THE CITY OF CASSELBERRY FOR THE FISCAL <br />YEAR COMMENCING OCTOBER 1, 2024 AND ENDING SEPTEMBER 30,2024; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN EFFECTIVE DATE." <br />Notice of Public Hearing: The Notice of Public Hearing relative to Resolution 24-3464 adopting the final <br />budget for Fiscal Year 2024-2025 was advertised in the Orlando Sentinel on Thursday, September 19, 2024 <br />in accordance with Truth In Millage (TRIM) requirements and the rules of the Florida Department of <br />Revenue. <br />Staff Presentation: City Manager Randy Newlon stated that Resolution 24-3464 provides for the adoption <br />of the final budget for the Fiscal Year 2024-2025 (FY 2025) in the amount of $75,448,514. A budget <br />workshop was held on July 15, 2024, at which time the City Manager presented and explained the proposed <br />budget for Fiscal Year 2024-2025 totaling $75,424.300. Following the budget workshop, the City <br />Commission approved the proposed budget in that amount at its meeting on July 22, 2024. Since that time, <br />however, new information was provided that warranted modification to the proposed budget which resulted <br />in an increase of $24,214. Therefore, a tentative budget of $75,448,514 for Fiscal Year 2024-2025 which <br />included the increase was approved by the City Commission at the first public hearing held on September <br />9, 2024. No modifications to the budget have occurred since the first public hearing. Mr. Newlon gave a <br />presentation on the proposed final operating budget for Fiscal Year 2024-2025 which included the increases <br />and decreases in each fund, the projects and proposed expenditures which resulted in the increases and <br />decreases, and additional details as to the proposed revenues and expenditures contained in the proposed <br />final budget. The City Commission is requested to approve Resolution 24-3464 adopting a final budget of <br />$75,448,514 for Fiscal Year 2024-2025. <br />Budget Impact: The final budget requested for FY 2024-2025 for the City of Casselberry remains at <br />$75,448,514. <br />Recommendation: Tile City Manager and the Finance Director recommended approval of Resolution 24- <br />3464 adopting the final operating budget for the City of Casselberry for Fiscal Year 2024-2025 totaling <br />$75,448,514. <br />Public Hearing: Mayor Henson stated this was a public hearing to hear and consider comments and <br />questions regarding Resolution 24-3464, final operating budget for Fiscal Year 2024-2025. Mayor Henson <br />opened the floor for public participation. The following individual came forward to address Resolution 24- <br />3464. <br />1. David Thompson, 861 Conklin Court (unincorporated Seminole County), suggested that he <br />would like to see some of the opioid settlement funds allocated to re -introducing the D.A.R.E. <br />(Drug Abuse Resistance Education) programs back into local schools. <br />No one else came forward to address Resolution 24-3464. Mayor Henson closed the public hearing relative <br />to Resolution 24-3464. <br />
