City of Casselberry
Inter - Of f ice Memorandum
Personnel Department
Date: March 6, 2001
To: Jack M. Schluckebier, City Manager
From: M. Cristina Vivo, Director of Personnel/%
Subject: Salary Adjustment for Non -Bargaining
Employees
This is a request to grant 70 employees an additional 1.50
salary adjustments retroactive to January 1, 2001.
This request is submitted to correct the budgeted levels for
increases that occurred January 1, 2001. Recommended in the
budget document was a salary adjustment of 3% for all employees
plus an additional 1.5% increase for employees with over six (6)
years in their position to deal with the issue of compression as
identified in the last salary study. The added 1.5% recommended
in the budget document was an attempt to deal with this
compression. Therefore, some employees received 3% and others
4.5% --that is, 30+1.50=4.5% for employees with over 6 years.
Unfortunately, the two-tier system was inadequate and also
caused unnecessary disharmony in the non -bargaining employees
group. This issue, along with other compensation issues, was
raised at the last quarterly supervisory/management meeting.
Other issues will be referred to an ad hoc committee of non -
bargaining employees to recommend ideas for improvement relating
to compression, promotions, health, etc.
The above recommendation is to grant non -bargaining employees
who were on regular status as of January 1, 2001, and did not
receive a total 4.5% salary adjustment or other subsequent
adjustment, the additional 1.5% salary adjustment. This will
result in treating the non -bargaining group equally and also on
par with other bargaining units.
The estimated cost for FY 2000-2001 for the remainder of this
fiscal year $30,000. Attached is the related budget transfer.
Attachment
