SECTION III. AMENDING SEC. 86-267. Section 86-267, "Property access for cross <br />connection control," of Chapter 86, Utilities, Article III, Division 7 — Cross Connection Control <br />of the Code of Ordinances of the City of Casselberry, Florida, is hereby amended as follows: <br />Sec. 86-267. Property access for cross connection control. <br />Duly authorized employees of the City bearing proper credentials and identification, with the <br />consent of the owner/occupant, shall be permitted to enter any building, structure or property <br />served by a connection to the public potable water supply system of the City for the purpose of <br />inspecting the piping system or systems on such property. Consent to such access shall be obtained <br />from a person 4-518 years of age or older in control thereof. If such consent is refused, the City <br />may obtain an inspection warrant pursuant to F.S. § 933.21. <br />SECTION IV. AMENDING SEC. 86-268. Section 86-268 "Discontinued Service," of <br />Chapter 86, Utilities, Article III, Division 7 — Cross Connection Control of the Code of Ordinances <br />of the City of Casselberry, Florida, is hereby amended as follows: <br />Sec. 86-268. Discontinued service. <br />No water service connection shall be installed or maintained by the City unless the consumer <br />is in compliance with the requirements of the cross connection control manual. Service of water <br />to any premises shall be disconnected if a backflow prevention device is not installed, tested and <br />maintained or if an unprotected cross connection exists on the premises. Notice shall be given to <br />the consumer prior to discontinuing service except where, in the judgment of the Director- of Public- <br />WorksPublic Works &Utilities Director or his or her designee, the threat to public health is such <br />that action must be taken immediately. <br />SECTION V. AMENDING SEC. 86-270. Section 86-270, "Expenses and records," of <br />Chapter 86, Utilities, Article III, Division 7 — Cross Connection Control of the Code of Ordinances <br />of the City of Casselberry, Florida, is hereby amended as follows: <br />Sec. 86-270. Expenses and r-eeords.Customer Responsibilities and City Responsibilities <br />TheconsumerResidential Consumers shall bear all expenses of installing,, testing and <br />maintaining the protection devices required by the cross connection control manual to ensure <br />proper operation on a continuing basis. Installation,testing and maintenance of protective devices <br />shall be conducted by certified personnel approved by the City's Public Works & Utilities <br />Department. If the back flow prevention device fails testing the owner will be notified of the <br />deficiencies and will be required to fix the issues within 30 days from notice at owner's expense <br />The owner will also be responsible for any retests necessary after a deficiency is determined. T-1,te <br />eonsunief shall notify the City's Public Works Department -At least 48 hours in advance, in writing.j <br />when the tests are to be undei4aken so that a representative is present as a witness if the City so <br />desires. The consumer shall keep records on his testing maintenance and repair activities related <br />to cross connection control and shall make these records available upon request. Copies of all <br />testing maintenance and repair records shall be sent to the City's Public Works & Utilities <br />Department immediately after the work is performed. <br />Non-residential (commercial and industrial) consumers shall bear all expenses of installing <br />testing, and maintaining the protection devices required by the cross connection control manual to <br />Ordinance 2024-1608 <br />Page 4 of 6 <br />
