CASSELBERRY CITY COMMISSION <br />Minutes of August 26, 2024 — Regular Meeting <br />Page 5 01`15 <br />Staff Presentation: City Manager Randy Newlon stated that approval of Resolution 24-3453 appointing <br />Kristin Eick of Garganese, Weiss, D'Agresta & Salzman, P.A. as City Attorney is requested. He advised <br />that the City's current City Attorney Katie Reischmann had announced her retirement effective October I", <br />and the firm has proposed that Kristin Eick assume responsibility as primary City Attorney upon Ms. <br />Reischmann's retirement. He added that Ms. Eick has deep experience in local government law and is very <br />well respected. Ms. Eick introduced herself and briefly addressed the Commission, stating that she had <br />been with the firm for the past eight years. She thanked the Commission for considering the resolution to <br />appoint her as City Attorney and to allow the firm to continue to serve the City of Casselberry. She added <br />that she was looking forward to working with the Commission and City staff. Mr. Newlon noted that the <br />resolution provided for execution of a City Attorney Engagement Letter, and the terms of the engagement <br />were the same as those the City currently had with Ms. Reischmann. <br />Budget Impact: There is no associated financial impact to the City's budget. <br />Recommendation: The City Manager recommended approval of Resolution 24-3453 appointing Kristin <br />Eick of Garganese, Weiss, D'Agresta & Salzman, P.A. as City Attorney. <br />Audience Participation: No one came forward to address Resolution 24-3453. <br />MOTION: Vice Mayor Aramendia moved to approve Resolution 24-3453, as presented. <br />Motion was seconded by Commissioner Busch. Motion carried unanimously by <br />voice vote 4-0. <br />B. Resolution 24-3454 — Amending the City Commission Code of Parliamentary <br />Procedures <br />The City Clerk read Resolution 24-3454 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, AMENDING THE CITY COMMISSION CODE OF PARLIAMENTARY <br />PROCEDURES; PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: City Clerk Donna Gardner stated that Resolution 24-3454 provides for an amendment <br />to the City Commission Code of Parliamentary Procedures to include a provision for Commissioners' <br />reports to be limited to ten (10) minutes if deemed necessary by the Mayor. She advised that this proposed <br />amendment had come about as a result of a discussion held during a workshop on October 31 sr of last year <br />for the purpose of discussing the proposed Charter Amendments and revisions to the Code of Boardmanship <br />Policy. After the Commission reached a consensus to place the ten (10) minute requirement into the Code <br />of Boardmanship, Ms. Gardner advised that would not be the most appropriate place for it and that is why <br />it is now being proposed to be placed under Time Limits on Debate as Item Number 4 and states <br />"Commissioners' reports may be limited to ten minutes if deemed necessary by the Mayor." The only other <br />minor change was to change a reference under Role of Officers Item Number 1 fi-om "he/she" to "they". <br />Budget Impact: There is no impact to the City Budget. <br />
