a. The City Clerk will commence roll call starting with Seat #1 and calling the next seat <br />numbers consecutively until all members of the City Commission have been called. <br />The City Clerk will sways call upon the Vice Mayor and Mayor, respectively, last in the <br />voting sequence. <br />3. ALL votes are binding during a meeting, unless the issue is offered for reconsideration by a <br />Commissioner voting with the majority of a motion previously voted upon at the same or the <br />next meeting of the Commission. <br />VOTING ON MATTERS NOT ON THE AGENDA <br />The City Commission will only take formal action on matters on the Agenda, unless support <br />documentation is provided to the City Commission in the form of an addendum to the Agenda and <br />the amended Agenda is approved by a majority vote. <br />ROLE -OF OFFICERS <br />1. MAYOR - as presiding officer has the duty to maintain order, keep the meeting on agenda as <br />much as possible, and recognize Commissioners, City Manager, staff and the public at <br />appropriate times. If participating in the debate of an item before the Commission, ensure <br />that as the presiding officer, they follow the same policies and procedures as applied to the <br />other Commissioners. <br />2. VICE MAYOR - accepts the role of presiding officer in the absence of the Mayor. <br />3. CITY MANAGER - provides input and has the right to participate in the discussions on all <br />items/issues coming before the Commission but has no vote. <br />4. CITY ATTORNEY- provides legal guidance regarding the actions the Commission may <br />propose to take under consideration during its meetings. <br />5. CITY CLERK -functions as the secretary for the Commission during its meetings and retains <br />responsibilities associated with recording the minutes and assuring the accuracy of those <br />minutes of the Commission meetings. <br />6. PARLIMENTARIAN -the City Attorney appointed by the City Commission shall render <br />opinions regarding parliamentary procedure when such questions may arise during the <br />course of a Commission meeting or otherwise. <br />Casselberry City Commission Code of Parliamentary Procedures <br />Adopted via Resolution 24-3454—August 26, 2024 <br />Page 15 <br />
