4. Commissioners' reports may be limited to ten (10) minutes if deemed necessary by the <br />Mayor. <br />CUTTING OFF DEBATE <br />1. Most discussions should not be cut off until each Commissioner has had a full opportunity <br />to offer opinion and reasoning related to the issue being discussed. <br />2. However, if a Commissioner submits a motion to limit or end the debate, which is seconded, <br />it should be voted upon separately. If the motion to end or limit debate is approved, the <br />Commission shall then vote on the original motion that was the subject of debate. <br />APPEAL OF A PROCEDURAL DECISION OF THE MAYOR <br />1. Purpose is to disagree with a procedural ruling of the Mayor and allow the Commission to <br />decide the disagreement by taking a vote. <br />2. The motion to appeal requires a second and must be made at the time the ruling was made <br />by the Mayor. <br />3. The motion is debatable by the Commission. <br />4. The question to be decided is whether to sustain the Mayor's ruling. A majority or tie vote <br />sustains the decision of the Mayor. <br />MAYOR'S_(AS_PRESIDI_NG OFFICER)_ROLE DURING DEBATE <br />1. The Mayor has the responsibility of keeping the discussion on point with the subject being <br />considered remaining mindful of time afforded the discussion. <br />2. The Mayor shall maintain order during the discussion assuring that each member of the <br />Commission and the City Manager are allotted appropriate opportunityfor input and rebuttal <br />and that interruption of the speakers does not occur. <br />3. At the appropriate time after the debate concludes, the Mayor may attempt to summarize the <br />motion before the Commission and seek clarification from Commissioners if any issues <br />related to the discussion remain in doubt. <br />4. When it appears that all Commissioners that wish to speak have done so, the Mayor may <br />inquire if there is a desire for further discussion. If so, the discussion may continue. If not, <br />the question is put to a vote. <br />METHODS OF VOTING <br />1. Voice Vote (Commissioners respond with ayes vote to a request from the Mayoras to those <br />in favor of a particular motion under consideration). <br />2.
