Those voting in the minority shalt be recognized for their right of dissent.
5. Full and open discussion of each issue presented for a decision is an established right of all
City Commissioners.
6. Each member of the City Commission has a right to know the meaning of the question before
the Commission and what its affect will be.
7. All meetings of the City Commission shall be characterized by fairness and good faith among
its members.
8. Each member shalt address fellow members as Commissioner `surname' or Mayor
`surname'.
PRESENTATION OF_MOTIONS
A `motion' is the formal statement of a proposed action of the City Commission as offered for
consideration by vote of the Commission members present.
1. A member addresses the Mayor with a request to propose a motion.
2. The member is recognized by the Mayor.
3. The member proposes a motion.
4. Another member seconds the motion.
5. The Mayor restates the motion to the Commission.
CLASSIFICATION OF MOTIONS
1. MAIN MOTIONS — the main motion brings forward a substantive issue for consideration of
action by the City Commission. It may include the proposed enactment of an ordinance or
resolution as presented to the Commission as an agenda item. It may also be a Commission
directive for action by staff or other third parties as outlined within the motion. AFTER a main
motion has been made and seconded, it becomes the subject for deliberation and a decision
by the Commission.
Casselberry City Commission Code of Parliamentary Procedures
Adopted via Resolution 24-3454—August 26, 2024
Page 11
