CASSELBERRY CITY COMMISSION <br />CODE OF PARLIAMENTARY PROCEDURES <br />FUNDAMENTAL PRINCIPALS <br />1. The purpose of these procedures is to facilitate the transaction of City business and to <br />promote cooperation and harmony among elected and appointed City Officials, staff and the <br />public attending City meetings. <br />2. All members of the City Commission have equal rights, privileges and obligations associated <br />with their positions as duly elected officials of City government. <br />3. The majority vote decides all issues coming before the City Commission except for <br />items/matters not on the agenda(s) as stated below in the paragraph entitled "Voting on <br />Matters Not on the Agenda(s)". <br />4. Those voting in the minority shalt be recognized for their right of dissent. <br />5. Full and open discussion of each issue presented for a decision is an established right of all <br />City Commissioners. <br />6. Each member of the City Commission has a right to know the meaning of the question before <br />the Commission and what its affect will be. <br />7. All meetings of the City Commission shall be characterized by fairness and good faith among <br />its members. <br />8. Each member shalt address fellow members as Commissioner `surname' or Mayor <br />`surname'. <br />PRESENTATION OF_MOTIONS <br />A `motion' is the formal statement of a proposed action of the City Commission as offered for <br />consideration by vote of the Commission members present. <br />1. A member addresses the Mayor with a request to propose a motion. <br />2. The member is recognized by the Mayor. <br />3. The member proposes a motion. <br />4. Another member seconds the motion. <br />5. The Mayor restates the motion to the Commission. <br />CLASSIFICATION OF MOTIONS <br />1. MAIN MOTIONS — the main motion brings forward a substantive issue for consideration of <br />action by the City Commission. It may include the proposed enactment of an ordinance or <br />resolution as presented to the Commission as an agenda item. It may also be a Commission <br />directive for action by staff or other third parties as outlined within the motion.
