City of Casselberry
Parks and Recreation Advisory Board
Regular Meeting—September 12, 2023
Concord Park — Art House Expansion, Wirz Park, "Wheel Park" (Phase 1 and Phase 2), Dew Drop
Park, and Sunnytown Park.
The Art House expansion is nearing completion. The fence has been removed and the site is
open. There was a several months' delay on the AC unit but it has finally been delivered. A
ribbon cutting ceremony is slated for November.
The plans for Wirz Park have now been approved and will be released for bid in October. The
estimate for completion of the project is April 2025, however, there may be supply chain issues
with the pool equipment.
Wheel Park, Phase 1 and 2 are being constructed concurrently. The plans have been approved
and will be bundled with Wirz Park for bids. The working name is still "Wheel Park" however
the name is going to be considered for change. The City received a grant from the Florida
Recreation Development Assistance Program for both Phase 1 and 2 totaling $400,000.
Board member Nick Santiago asked about the lighting for the crosswalk across Winter Park
Drive. Dr. Brock stated raised crosswalks are being proposed and Duke Energy will be providing
the lighting. Board member Woody Bass raised concerns about overdevelopment and lack of
green space. Dr. Brock shared that Phase 1 has considerable green space with less in Phase 2
based upon the nature of the "skating" elements that are planned to be incorporated.
Dew Drop Park has several large changes including new entrances, the addition of outdoor
exercise equipment and a fishing pier/observation deck, new playground and pavilion, a full
court basketball court and replacement of the tennis court.
Board member Woody Bass sought clarification of an area by the courts. Dr. Brock stated it was
a retention area that will serve as a wet pond with the layout of the courts being moved from
their current location. Board member Nick Santiago asked if the playground equipment would
be new. Dr. Brock clarified that everything will be new except for the existing pavilion and
restroom.
The Sunnytown Park project has been paused indefinitely due to several factors: lack of overall
funds along with more site issues/constraints than previously expected.
Upon conclusion of the presentation, Board Chair Katy Farmer asked for questions or
comments from the public. There were none.
