City of Casselberry <br />Parks and Recreation Advisory Board <br />Regular Meeting — March 14, 2023 <br />Board Member Nick Santiago moved to approve the minutes of the January 10, 2023, <br />meeting as presented. Motion was seconded by Board Member Buffy Werle. Motion carried <br />unanimously 5-0 by voice vote. <br />6. Advisory Board Member Training <br />City Clerk Donna Gardner led Board Member training to include Sunshine Law, City Code and <br />public records. <br />7. Proposed Ordinance — Buffer and Accessway Requirement Amendments to <br />the Unified Land Development Regulations (Sec. 3-13.7) <br />Lenny Barden, Public Works Divisions Director, shared that City staff is currently in the process <br />of pursuing Code changes within Section 3-13.7 of the Unified Land Development Regulations <br />to allow for more flexibility with regard to the application of buffers, landscape strips, and <br />accessways within City parks and associated implementation of active transportation <br />components. Staff acknowledges the need to provide an appropriate buffer from adjacent land <br />uses through the use of landscaping and/or other screening materials. However, especially in <br />light of the City's focus on active transportation, staff is recommending that revisions to Section <br />3-13.7 be considered to allow for flexibility in placement of active transportation elements <br />while still achieving sufficient buffers within ROS zoned developments like parks. Mr. Barden <br />requested the Board make a recommendation to the City Commission to approve the revisions <br />to the Buffer Ordinance. <br />Upon conclusion of the presentation, Board Chair Katy Farmer opened the floor for comments <br />from the board. Buffy Werle, Board Member, questioned how the changes to the buffer, i.e. <br />making it smaller, would affect the residents in general. Mr. Barden explained the buffer would <br />remain the same, but it would allow for the addition of access and/or walkways along with <br />potential improvements to the buffer. Nothing would be added that requires active use, thus <br />noise producing. <br />Board Member Woody Bass questioned how landscaping and views of the parks would be <br />affected, specifically Dew Drop Park. Mr. Barden stated work with City staff and/or consultants <br />would include a plan for landscaping that makes sense and, for example, not just producing a <br />barrier wall. Additionally, Mr. Barden stated that public engagement sessions in the future will <br />give residents the opportunity to express their views regarding the City's landscape plans. <br />Board Member Nick Santiago requested clarification of the current ordinance stating cars can <br />access the buffer areas but not sidewalks, etc. cannot. Mr. Barden stated that was correct. <br />2 <br />
