City of Casselberry
Parks and Recreation Advisory Board
Regular Meeting — March 14, 2023
Board Chair Katy Farmer asked for comments from the public. There were none.
Board Member Nick Santiago moved to provide a favorable recommendation to the City
Commission on approval of the Draft Ordinance amending Section 3-13.7 Unified Land
Development Regulations Buffer and Accessway Requirements as presented by Mr. Barden.
Motion was seconded by Board Member Buffy Werle. Motion carried unanimously S-0 by
voice vote.
8. Staff Reports
a) Park Improvements and Updates
Linda Moore, Recreation Manager, shared the renovations at Secret Lake Park are nearing
completion. New grills, benches and trash receptacles are currently being placed and installed.
Eagle Scout Carson Greenier approached the Casselberry Recreation department about
completing his Eagle Scout Service Project during the park renovations at Secret Lake Park. By
planning, fundraising, leading, and building the racks, Carson fulfilled all of the requirements to
earn his badge. The newly constructed storage rack at the Secret Lake Park canoe/kayak launch
will service the Casselberry Blueway Trail Program for many years to come. The newest
Memorial Bench will be installed this summer at the Art House Expansion. It was purchased by
Wharton -Smith Construction and honors the company's founders Bill Wharton and George
Smith.
b) Recreation Events and Arts Updates
More than 2,000 people had a great time at this year's Mardi Gras Music Festival on February
18th. Kicking off the evening off was the popular Mardi Paw Parade showcasing the cutest
canines in Casselberry. Close to 40 dogs were part of the competition, but at the end, the
judges all agreed that Lola the Chihuahua was the top dog. Her grand entrance on a beautifully
decorated Mardi Gras -style float, surrounded by her entourage and fans, was truly one of the
visual highlights of the day. Her prizes included a gift certificate, large gift basket, and a hand -
decorated "dog' dessert cake that was larger than Lola! Local favorite, 60 Street Band, opened
the festival with lively street party music followed by the Porchdogs who brought plenty of
spicy Louisiana Cajun, zydeco and New Orleans R&B sounds to the stage. Brightly costumed
Junkanoo dancers provided a high energy drum and whistle performance that entertained the
crowds between sets.
The City's 8 -week Summer Camp registration will begin April 6th. Camp is limited to 25 campers
and will be held at Wirz Center because of extensive programming that currently takes place at
the Recreation Center at Secret Lake Park. Summer Art Academy registration will also begin
April 6th.
