EXHIBIT "A" <br />BOARD APPOINTMENT PROCEDURES POLICY <br />1. It is essential that a complete Volunteer Board Application be submitted to the City <br />Clerk's Office in order for an applicant to be considered for appointment to any City Board or as <br />the City's representative to any other board. Only City employees who are eligible to serve as the <br />City's representative to any board are exempt from completing a Volunteer Board Application <br />Form. Unless specifically noted otherwise in the advertisement for a vacancy, City Boards require <br />applicants to be residents of the City of Casselberry. <br />2. To express interest in appointment to a City Board or as the City's representative <br />to any other board, an applicant is required to submit an application with the City Clerk's Office <br />at least one (1) week prior to the City Commission meeting where appointments are to be made <br />for that board. Employees who are eligible to serve as the City's representative on any board must <br />notify the City Clerk's Office in writing at least one (1) week prior to the City Commission meeting <br />where appointments are to be made for that board. <br />3. Board openings will be advertised on the City's website for at least two (2) weeks <br />prior to the deadline for submitting applications with City Clerk's Office to be considered for <br />appointment by the City Commission at the meeting where appointments are to be made for that <br />board. <br />4. The bulk of appointments are generally made at the second City Commission <br />meeting in 3anuary annually. Other appointments are made at their unique term expirations or <br />upon a vacancy occurring on a board. <br />5. The City Clerk's Office will send notifications out to sitting Board Members whose <br />terms are set to expire at least 30 days prior to their term expiration, requesting that they submit <br />new applications if they desire to be considered for reappointment. The City Clerk's Office will <br />also send out notifications to those sitting Board Members who have reached their term limits and <br />are not eligible to seek reappointment to the same board. <br />6. The City Cleric will review the applications to determine that the applicants meet <br />the eligibility requirements for the board(s) being applied for. Applicants will be subject to a <br />background check. The City Manager and City Clerk will determine internally if there is a reason <br />to challenge an applicant's qualifications based on the background check information. <br />7. Selection Process <br />a. Voting shall take place in the following order: 1) Planning and Zoning Commission; <br />2) Parks and Recreation Advisory Board; 3) Police Officers' and Firefighters' Pension <br />Board; and then any other Boards in the order set by the City Commission. <br />b. Votes on reappointments will be completed first. Incumbents' attendance records will <br />be included in the agenda materials for review. <br />Resolution No. 24-3434 <br />Page 2 <br />
