ARTICLE 4 <br />UNION ACTIVITIES <br />4.1 The Union shall provide the City with written notice of its authorized Union <br />representatives, and shall provide the City with written notice of any changes in authorized <br />representatives. Only those authorized representatives disclosed to the City in writing shall be <br />recognized as authorized Union representatives for the purposes of this Agreement and the <br />representation of the employees covered hereunder. <br />4.2 Union representatives and employees shall be allowed to communicate official Union <br />business, in non -work spaces during an employee's non -work hours, to members to the extent that <br />duty responsibilities are not disrupted or interfered with. Conducting union business, including <br />using the City's email system for union business (other than communications initiated by or to <br />Human Resources; or between the authorized Union representatives and the FOP representative), <br />conducting union surveys, holding union events (other than ratification votes held in the Police <br />Department Community Room), and other related activities while on -the -clock may violate <br />Department policy. <br />4.3 The City will provide new sworn employees with a printed copy of the Collective <br />Bargaining Agreement during their sworn employee orientation. <br />4.4 The City shall provide, at cost of reproduction established pursuant to Florida Statute <br />§ 119.07 (1) (a), such copies of the classification position control roster as the Union shall request. <br />The roster shall contain names, grade, and present residence address (unless otherwise directed by <br />the employee) of all employees. <br />4.5 Union representatives employed by the City shall be paid by the City only when they <br />perform assigned law enforcement duties and/or work directed by the City. To the extent that <br />these employees wish to perform Union duties (i.e., Contract Negotiations; Grievance Proceedings <br />and Hearings; Internal Investigations; Disciplinary Proceedings; P.E.R.C. Proceedings; <br />Arbitration Proceedings; Legal Proceedings) during their normal work schedules, they may utilize <br />annual leave, compensatory time, or Union business pool time. <br />4.6 Employees shall have the right to join in, or refuse to join in, union activity without <br />interference or intimidation or coercion by either the City or the Union. Further, employees shall <br />enjoy all other rights and privileges as outlined in this Agreement. <br />4.7 <br />A. Employees may donate accrued annual leave or compensatory time to a Union business <br />pool time account, which shall be used to compensate Union representatives who are granted leave <br />without pay for purposes of conducting union business. <br />B. Charges against the Union business pool time account shall be made by the City when <br />approved in writing by the Union President or business agent, or other persons designated by the <br />Union in writing and filed with the office of the Chief of Police. <br />Page 7 <br />
