Street Lighting Assessment <br />Preliminary Rate Resolution <br />be funding street lighting on platted right-of-ways twice, once through the Assessment and <br />again through the membership fees and dues paid by association members. <br />(G) However, in multi -family parcels comprising apartment complexes, the lights <br />that are funded internally for illumination within the parcel are not duplicative of the lights on <br />platted external right-of-ways funded by the Street Lighting Assessments. Therefore, it is <br />appropriate to include multi -family parcels in the Street Lighting Assessment program and to <br />treat such parcels as General Parcels for purposes of apportionment. <br />(H) The Street Lighting Services contemplated herein are essential municipal <br />services which possess a logical relationship to the use and enjoyment of, and provide a <br />special benefit to, Developed Property and the costs associated with such services may be <br />recovered, in whole or in part, through the imposition and collection of Street Lighting <br />Assessments. <br />(1) The provision of Street Lighting Services specially benefits all Developed <br />Property by protecting and enhancing its value, use and enjoyment. <br />(J) The provision of Street Lighting Services and the operation and maintenance <br />of streetlights provides beautification, better property identification and recognition, and <br />enhances safety and accessibility of Developed Property, as well as preserving and/or <br />enhancing the value and marketability of property within the Street Lighting Service Area <br />through the provision of uniform street lighting services. <br />(K) The apportionment of Street Lighting Assessments based on the size of Tax <br />Parcels and Equivalent Residential Units is a fair and reasonable method for allocating the <br />special benefit conveyed by Street Lighting Services among Developed Property. <br />3 <br />
