RESOLUTION 24-3418 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, APPROVING THE CITY OF <br />CASSELBERRY' S VISION ZERO GOAL TO ELIMINATE TRAFFIC <br />DEATHS AND SEVERE INJURIES ON THE CITY'S TRANSPORTATION <br />SYSTEM; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry has set a goal to become the most walkable, rollable, <br />and bikeable City in Central Florida, where active transportation becomes a viable and routine <br />choice for daily mobility needs; and <br />WHEREAS, pedestrians and bicyclists are the most vulnerable road users and account for <br />24% of all traffic fatalities and severe injuries within the City of Casselberry, a rate higher than the <br />regional average; and <br />WHEREAS, fatal and severe crashes are not inevitable, and death and serious injury are not <br />an acceptable cost for using our public road system; and <br />WHEREAS, people are paramount and should take priority over vehicles and other <br />objectives of the transportation system; and <br />WHEREAS, roadways have historically been designed to prioritize vehicle throughput at <br />high speeds to the detriment of health and safety; and <br />WHEREAS, communities of color, low-income communities, youth, and seniors are <br />disproportionately impacted by traffic fatalities; and <br />WHEREAS, vehicle speeds and lack of safe facilities for people walking and biking have <br />been identified as major causes of traffic fatalities; and <br />WHEREAS, the U. S. Department of Transportation has adopted the Safe System <br />approach; and <br />WHEREAS, the Florida Department of Transportation has adopted a Target Zero Initiative; <br />and <br />WHEREAS, 80% of fatal and serious injury crashes within the City of Casselberry City <br />limits occur on roads maintained by the Florida Department of Transportation or Seminole County, <br />and eliminating fatal and serious injury crashes will require significant collaboration with those <br />agencies; and <br />WHEREAS, measures to make City of Casselberry streets safer for all road users, <br />particularly those who are most physically vulnerable, such as seniors, youth, and people with <br />disabilities, will further encourage people of all ages and abilities to walk, bike and take transit; and <br />
