She then advised that a motion and second to adopt the Resolution was needed from the <br />Commission, after which there would be time for a photo opportunity with former Commissioner Meadows. <br />MOTION: Commissioner Divita moved to adopt Resolution 24-3403, as presented. Motion <br />was seconded by Commissioner Busch. Motion carried unanimously by voice <br />vote 4-0. <br />Former Commissioner Meadows thanked the Commission for the kind words expressed in the Resolution <br />and stated lie had very much enjoyed his time serving as a Commissioner and was happy for having played <br />whatever small part he had in the City's successes. <br />10. FIRST READING OF ORDINANCES <br />A. First Reading of Ordinance 24-1593 — Amending Chapter 30 Emergency <br />Management, Article 1, of the City Code of Ordinances <br />The City Clerk read Ordinance 24-1593 by title, as follows: <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING CHAPTER 30, <br />EMERGENCY MANAGEMENT, ARTICLE I, OF THE CODE OF ORDINANCES TO UPDATE <br />THE CODE AND TO ENSURE HARMONY WITH RECENT AMENDMENTS TO STATE LAW; <br />PROVIDING FOR CODIFICATION, CONFLICTS, SEVERABILITY AND AN EFFECTIVE <br />DATE." <br />Staff Presentation: City Manager Randy Newlon gave a brief overview of Ordinance 24-1593 which <br />amends Chapter 30, Emergency Management, Article I of the City Code of Ordinances to provide <br />consistency with State Statutes. The Florida Legislature amended the State Emergency Management Act <br />as set forth in Chapter 252, Florida Statutes, which addresses threats posed by natural, technological, or <br />manmade disasters which may affect the life, health, and safety of its people. Staff has reviewed Chapter <br />30, Emergency Management, Article I of the City Code of Ordinances and is proposing amendments to <br />provide consistency with these recent state legislative changes, and to update provisions. The proposed <br />amendments will provide conformity with state law, and enhance staff's ability to respond to natural, man- <br />made and technological disasters through coordination and long -teen planning and will include: defining <br />emergency management, weather emergency, and public health emergency; clarification of staff roles <br />during an emergency; establishing a process for declaring an emergency, how the public is notified, and <br />how emergency orders are extended; and simplification of categories of emergencies. <br />Budget Impact: There is no impact to the Budget associated with this iteln. <br />Recommendation: The City Manager recommended approval of Ordinance 24-1593 on first reading <br />Audience Participation: No one came forward to address Ordinance 24-1593. <br />
