mutual aid agreements, or similar agreements with other jurisdictions and agencies <br />to address ongoing emergency management matters and future potential activities. <br />Sec. 30-6. Powers and duties of administrative officers. <br />(a) Director of Emergency Management. The City Manager, when acting as the <br />Director of Emergency Management, shall have the following , d"t1es an <br />responsibilities: is delegated the bowers set out in Fla. Stat. 252.38(2-4) in <br />addressing matters relating to emergencies, including, but not limited to, waiving <br />the standard procedures and formalities otherwise required pertaining to: <br />(1) Performance of public work and taking whatever prudent action is <br />necessary to ensure the health, safety, and welfare of the <br />community. <br />(2) Entering into contracts. <br />(3) Incurring obligations. <br />(4) Employment of permanent and temporary workers. <br />(5) Utilization of volunteer workers. <br />(6) Rental of equipment. <br />(7) Acquisition and distribution, with or without compensation, of supplies, <br />materials, and facilities. <br />(8) Appropriation and expenditure of public funds. <br />(b) All actions by the City Manager pursuant to Subsection (a) involving <br />waiving standard procedures shall be reported to the City Commission within a <br />time that is practicable under the circumstances.
