Sec. 30-3. Applicability of Chapter. <br />Ua All officers, employees, contractors, vendors, boards, commissions, <br />authorities and other agencies of the City are subject to the provisions of this <br />Chapter. <br />(b) The City shall comply with the provisions of Chapter 252, Florida Statutes, <br />and other controlling preemptive law addressing emergency matters and the <br />management of emergencies, and shall coordinate its programs, plans and <br />activities, pursuant to the National Incident Management System, with the State <br />government, the government of Seminole County, and all other appropriate <br />government agencies and entities. The City will rely upon the emergency <br />management practices and programs of the State and Seminole County to the <br />maximum extent feasible while using its law enforcement and other personnel in <br />all appropriate ways and means to serve the citizens of the City of Casselberry. <br />(c) The City will engage in disaster and emergency management planning and <br />preparation of educational programs for the benefit of the citizens, property owners <br />and businesses of the City. <br />Sec. 30-4. Penalty for violation of Chapter. <br />Any person violating or failing to comply with any of the provisions of this <br />Chapter shall be punished as provided for by general law. Each day of vi ,l atio.. <br />shall constitute a separate offense. <br />Sec. 30-5. Designation of administrative officers. <br />(a) Direetor of E -mer -gene -y, AMnagenient. The Gity Manager shall per -form the <br />fianetion of Difeetor of Emergeney Management and shall implement, manage and <br />report o all actions authorized and taken under the provisions of this ( hapten The <br />City Manager shall perform the functions of Director of Emergency Management <br />and shall implement, manage and report to the City Commission on all actions <br />authorized and taken under the provisions of this Chapter, to include, but not be <br />limited to, the supervision and development and maintenance of City emergency <br />plans, which shall include annual updates and post action evaluations. Additionally, <br />the City Manager shall perform the ongoing planning for and coordination of those <br />actions necessary to the creation and maintenance of an effective emergency <br />response capability to prepare for and manage emergency conditions. <br />(b) GoordiHa iergene),, Services. he City Manager shall appoint <br />Coordinator- of Emergency Services, whose duties shall inelude the <br />planning for and coordination of those aetions neeessafy to the pereutio�– <br />maintenanee of an efleetive ernefgeney response eapability to prepare for and <br />manage emergeney cerdiies—The City Manager may delegate additional <br />responsibilities to Staff to include entering into memorandums of understanding, <br />Ordinance No. 24-1593 <br />Page 4 <br />
