CASSELBERRY CITY COMMISSION
Minutes of January 16, 2024 —Special Meeting
Page 2 of 4
4. APPOINTMENT TO FILL CITY COMMISSION VACANCY
FOR SEAT NO. 2
A. Applications Received January 8 — 12, 2024
City Clerk Donna Gardner explained that a total of six applicants had qualified for the vacancy for
Commission Seat No. 2; however, one of the applicants, Tim Veigle, had withdrawn his application today, so
there were five applicants being presented for City Commission consideration and all were present at the
meeting. She added that since there were only five remaining applicants, she and the City Attorney
recommended allowing all five to be given time for a 2 -minute introduction and a 12 -minute time period to
address the six questions presented on the application.
Ms. Gardner then gave an overview of the process that would be followed for filling of the vacancy. The five
candidates would be called up in alphabetical order and given two minutes for introductory remarks to the
City Commission. At the conclusion of that time, the five candidates would again address the City
Commission in alphabetical order with a time limit of twelve minutes to speak about how they answered the
six questions on the application. There would be no set structure to that process and the applicants could
spend as much of the twelve minutes they would like for each question. The twelve minutes was derived by
allowing two minutes per question. After all five candidates had an opportunity to address the City
Commission, there would be an opportunity for citizen comments during which anyone in the audience would
be given an opportunity to speak as to why they may support one candidate over another. Each audience
member speaking would be required to give their name and address, and in the interest of time the comments
would be limited to two minutes each. Once audience participation was concluded, the City Commission
would commence discussions, and hopefully a motion would be presented for appointment of one of the
candidates.
The following applicants for vacant City Commission Seat No. 2 presented introductory remarks to the City
Commission:
1. Thomas Cardenas
2. Nancy Divita
3. William Dixon
4. Travis Kelley
5. Thomas Kirk
At the completion of the two -minute introductions, the five (5) applicants each addressed the City
Commission again, and responded to the following six questions which were part of the applications they had
submitted:
1. What is your vision for today and the future of Casselberry?
2. What are your top three goals within that vision for the Casselberry community?
3. Why do you want to serve as a City Commissioner, and why now?
4. What are your qualifications, including professional, leadership and community experience?
5. How will your qualifications strengthen this City Commission?
6. Do you have any potential conflicts of interest with the City or its officials?
