CASSELBERRY CITY COMMISSION
Minutes of January 22, 2024 — Regular Meeting
Page 13 of 15
13. CITIZENS' COMMENTS
Mayor Henson announced that persons wishing to make comment or make inquiry on any matter not on
the agenda, may request to be recognized during Citizens' Comments. Mayor Henson announced the rules
of decorum. No one came forward.
14. CITY MANAGER'S REPORT
A. Procurement Information Report for the Period December 1, 2023 through
December 31. 2023
Mr. Newlon advised that the Procurement Information Report for the month of December 2023 was
contained in the Commissioners' agenda packets for review. He noted that the report contained information
about minor contracts that were issued under delegated authority of staff during this period.
Congratulated new Commissioner Nancy Divita.
Shared some information received from Property Appraiser David Johnson regarding pending
legislation relating to the potential of an additional $25,000 homestead exemption that, if
passed by the voters, would have an impact to the City of approximately $305,042 in recurring
revenues that would be lost. He stated that was the equivalent of salary and benefits for three
police officers and just wanted the City Commission to be aware. He added that the Legislature
was also working on many utility related bills that would also affect the City if passed.
15. CITY ATTORNEY'S REPORT
Advised she had no report but was following the bills moving through the Legislature and could report to
the Commission on any that were of particular concern or interest. She added that the Florida League of
Cities was urging municipalities to make sure to let their legislators know if they were in support or against
any specific bills.
16. CITY CLERK'S REPORT
City Clerk Donna Gardner shared the following information:
Did not yet have the date for the expiration date for Mr. Kelley's term on the Pension Board
but was still looking and would have it before the end of the meeting.
Advised that the refresh oil the City's website was completed on Friday, January 19"' and that
although there were still some tweaks to be done on some of the links anyone wanting to check
it out could go to www.casselberr__org and they would notice a new color palette and new
layout, and hopefully the new design would be a little easier for the public to navigate.
