RESOLUTION 15-2693 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, RELATING TO COMMUNITY REDEVELOPMENT, REQUESTING THAT THE SEMINOLE COUNTY BOARD OF COUNTY COMMISSIONERS APPOINT THE CITY COMMISSION, AS THE GOVERNING BODY OF THE CITY OF CASSELBERRY, TO THE CASSELBERRY COMMUNITY REDEVELOPMENT AGENCY, CONSISTENT WITH SECTION 163.357, FLORIDA STATUTES; PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Casselberry, Florida adopted Resolution 95-889, finding the existence of certain slum and blighted areas within the boundaries of the Casselberry Community Redevelopment District ("the District,") and determining that the rehabilitation, conservation or redevelopment, or a combination thereof, of the District by the Community Redevelopment Agency is necessary in the best interest of the public health, safety, morals, and welfare of the residents and citizens of the City of Casselberry; and WHEREAS, the City Commission of the City of Casselberry, Florida adopted Ordinance 95-851, creating a Community Redevelopment Agency (the "CRA") to carry out and effectuate the purposes of community redevelopment within the boundaries of the District; and WHEREAS, the Seminole County Board of County Commissioners, by Resolution 95- R-255, delegated to the City the right and authorization to exercise powers as described and provided in Chapter 163, Part III, Florida Statutes, such powers to include the power to create and establish a Community Redevelopment Agency; and WHEREAS, the Seminole County delegation subsequently through Resolution 2002-33 mandated the appointment of seven members to the Community Redevelopment Agency Board, including three appointments from Seminole County; and WHEREAS, the Casselberry CRA, through partnerships with the City of Casselberry and Seminole County, have been working diligently toward the goal of bringing the adopted Redevelopment Plan to reality; and WHEREAS, several vacancies currently exist on the CRA Board resulting in a lack of a quorum and the strategies of the Community Redevelopment Plan still need to be implemented; and WHEREAS, FS 163.357 provides for the governing body to act as the Community Redevelopment Agency upon adoption of a resolution with Seminole County; and WHEREAS, per FS 163.346, this proposed action was advertised in the Orlando Sentinel on January 15, 2015; and WHEREAS, this action will continue the work of the Casselberry CRA with direction by a five member board of elected city officials and without designated Seminole County appointees.
