WHEREAS, civility between citizens promotes thoughtful debate of legislative issues, <br />resulting in a more infonned electorate; and <br />WHEREAS, civility between City officials is in keeping with the democratic model of self - <br />governance as envisioned by the Founders; and <br />WHEREAS, civility between City officials presents an opportunity to set a positive example <br />of conduct; and <br />WHEREAS, civility between City officials is possible if each official remembers that they <br />represent not themselves but the constituents of their city, so the conduct of a City official is a <br />reflection of their constituents; and <br />WHEREAS, members of the City Conunission have a long history of working together <br />regardless of political views or party affiliations and the City Commission has been a model of civility <br />and decorum in the conduct of its legislative and other business; and <br />WHEREAS, the City Commission of the City of Casselberry adopted a Code of <br />Boardmanship policy via Resolution 07-1783 as a public statement of expected Board and <br />Commission Member Conduct and Ethics to promote civility; and <br />WHEREAS, the City Commission desires to repeal Resolution 07-1783 and substitute it with <br />this Resolution to further define their expectations regarding the way in which all City <br />Conunissioners, Board and Committee Members conduct themselves; and <br />WHEREAS, the City Commission may use the Code to judge its members, and also reserves <br />the right to rescind appointments to Boards/Committee members demonstrating inappropriate <br />conduct based on the Boardmanship policy; and <br />WHEREAS, this Code of Boardmanship is intended to be self -enforcing. It therefore <br />becomes most effective when members are thoroughly familiar with it and embrace its provisions. <br />For this reason, the Code will be provided with the application for boards/committees and to City <br />Commission candidates and included in the regular orientations for the City Commission, Boards and <br />Committees; and <br />WHEREAS, the City Clerk will post this code on the City website and provide copies to the <br />public at City meetings; and <br />WHEREAS, in the Code of Boardmanship, City Commissioners, and Board, Committee and <br />agency members are referred to as "Board members." <br />NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AS FOLLOWS: <br />Resolution No. 23-3389 <br />Page 2 <br />
