RESOLUTION 23-3389 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ADOPTING AN AMENDED CODE OF BOARDMANSHIP POLICY; <br />PROVIDING FOR DISTRIBUTION WITH THE APPLICATION FOR <br />BOARD/COMMITTEES AND TO CITY COMMISSION CANDIDATES <br />AND FOR POSTING; PROVIDING FOR PENALTIES AND THE RIGHT TO <br />RESCIND BOARD/COMMITTEE APPOINTMENTS; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND AN EFFECTIVE DATE. <br />WHEREAS, it has been recommended that each Florida county and each Florida <br />municipality enact a civility pledge, and that this pledge provide that public discourse shall focus upon <br />the governmental issues and not personal issues, that the pledge ensure that the elected officials treat <br />one another with respect and courtesy and extend the same behavior and attitude toward citizens, <br />residents and observers of such public discourse, and that said persons will extend that same behavior <br />toward the officials and staff of the county or municipality; and <br />WHEREAS, it is anticipated that the result of this pledge and its enactment will be thoughtful <br />debate and discussion of legislative issues facing Florida's counties and municipalities and that in <br />setting this public example there will be more deliberative, thoughtful and issue -based consideration <br />of the matters before these goveinment bodies, and that better policies will result along with a more <br />informed electorate. The City Commission would like to incorporate the pledge into their Code of <br />Boardmanship; and <br />WHEREAS, Board members experience stress in making decisions that impact the lives of <br />the citizens. At times, the impacts on the entire community must be weighed against the impact on <br />only a few. Despite these pressures, elected officials are called upon to exhibit appropriate behavior <br />at all times. Demonstrating respect for each individual through words and actions is the touchstone <br />that can help guide Commissioners and Board members to do the right thing in even the most difficult <br />situations; and <br />WHEREAS, the City meetings are the public space where City officials execute their <br />constitutionally mandated duties and responsibilities and the place where the execution of these duties <br />and responsibilities is on public display; and <br />WHEREAS, civility by City officials in the execution of their legislative duties and <br />responsibilities fosters respect, kindness and thoughtfulness between City officials, one to the other, <br />and naturally results in the efforts of such actions to be directed to issues and not cause personal ill <br />will; and <br />WHEREAS, civility between City officials promotes thoughtful debate and discussion of <br />legislative issues, resulting in better policy; and <br />WHEREAS, civility by City officials promotes civil behavior between citizens, one to the <br />other; and <br />Resolution No. 23-3389 <br />Page 1 <br />
