CASSELBERRY CITY COMMISSION <br />Minutes of July 24, 2023— Regular Meeting <br />Page 11 of 19 <br />Proper notice of the City's intent to annex was provided to Seminole County on June 2, 2023 in accordance <br />with Florida Statutes Section 171.044 relating to voluntary annexation. If approved on first reading a Notice <br />of Public Hearing advertisement will be placed in the Orlando Sentinel for two consecutive weeks (August <br />10, 2023 and August 17, 2023) prior to the City Commission's second reading and public hearing scheduled <br />for August 28, 2023. After adoption, the City Clerk will notify the Seminole County Clerk of the Circuit <br />Court, the Chief Administrative Officer of the County, and the Department of State within seven (7) days <br />of the adoption. Once the subject property is annexed into the City, it will be provided a City future land <br />use and zoning designation similar to the adjacent properties. The applicants' intent is to apply for a Future <br />Land Use Map Designation of Medium Density Residential (MDR) and a Zoning Designation of RMF -13 <br />(Medium Density Multifamily) to support their plans for a future muti-family development. Further, as is, <br />the subject property does not have adequate access to a public right-of-way. A representative of the <br />applicant, Robert Ziegenfuss with Z Development Services, LLC, has expressed that access will be granted <br />via an easement on 1085 Belle Avenue, and prior to the second reading and adoption of Ordinance 23-1585 <br />the applicants will provide further documentation ensuring proper access is feasible and practical. <br />Budget Impact: There is no anticipated immediate impact on the City Budget. However, the subject <br />property is privately owned and is subject to taxation. As a result, tax revenue will be generated over time. <br />Recommendation: The City Manager and the Community Development Director recommended approval <br />of Ordinance 23-1585 on first reading. <br />Audience Participation: <br />1. Bob Ziegenfuss, 708 East Colonial Drive, Orlando, stated lie was representing the property <br />owners as the applicant on the annexation and was available to answer any questions the City <br />Commission might have. <br />No one else came forward to address Ordinance 23-1585. <br />MOTION: Commissioner Aramendia moved to approve Ordinance 23-1585 on first <br />reading, as presented. Motion was seconded by Vice Mayor Busch. Motion <br />carried unanimously by voice vote 4-0. <br />11. PUBLIC HEARINGS <br />A.
