CASSELBE12Rl' CITY COMMISSION <br />Minutes ol'July 10, 2023 — Budget workshop <br />Page 3 of <br />CONSENSUS: City Commission consensus was to set the tentative millage rate at <br />2.9000 mills and the voted debt millage rate at 0.7181 mills. <br />The City Commission will set the tentative millage rate at the July 24, 2023 regular meeting. Once the <br />tentative millage rate is set, the City Commission may reduce the millage rate at the public hearings but <br />cannot exceed the tentative millage rate set at the July 24, 2023 meeting. The first public hearing for the <br />millage rate and budget for Fiscal Year 2024 is scheduled for September 11, 2023. The final public hearing <br />and adoption of the lnillage rate and budget for Fiscal Year 2024 is scheduled for September 25, 2023. <br />5. CITIZENS' COMMENTS <br />Mayor Henson announced that persons wishing to make comment or make inquiry on the City's Proposed <br />Budget for Fiscal Year 2024 may request to be recognized during Citizens' Comments. The following <br />individual came forward to address the City Commission: <br />Rita Hoffman, 1182 Paseo Del Mar #D, inquired about how property taxes could go up even <br />if the millage rate did not and how she could find out how much her taxes would increase. <br />Commissioner Meadows explained that it was his understanding that due to the Save our Homes Program <br />mandated by statute, for homesteaded property the tax increase could not be more than 3% in a year. Mr. <br />Newlon added that of the taxes on the Proposed Tax Notice she would be receiving from the Property <br />Appraiser's Office in August, the portion of taxes attributable to the City of Casselberry was only a small <br />percentage, with the other portion coming from Seminole County, the School Board, the St. Johns River <br />Water Management District, and other special districts, but that she would know what the increase would be, <br />if any, when she received the Notice. <br />No one else came forward. <br />6.
