SECTION I. GENERAL PROVISIONS <br />1.0AUTHORITY ANDPURPOSE <br />Florida Statutes Chapter 166 andthe Charter of the City of Casselberry grant authority to the <br />City Commission for the City of Casselberry, Florida to enact the provisions of this Policy. <br />The City Commission recognizes that fair and open competition is a basic tenet of public <br />procurement; that such competition reduces the appearance and opportunity for favoritism and <br />inspires public confidencethatcontractsareawardedequitablyandeconomically;andthat <br />documentationoftheacts taken and effective monitoring mechanisms are important means of <br />curbing any improprieties and establishing public confidence in the process by which <br />commodities and contractual services are processed.The purchase of all commodities and <br />services will be in accordance with City policy, codes, regulations and all applicable Federal <br />laws and StateStatutes. <br />The purpose of the City of Casselberry Procurement Policy is to: <br />A.Establish the Procurement and Contract ManagementDivision. <br />B.Simplify, clarify and modernize the policies governing Procurement by theCity. <br />C.Permit the continued development of Procurement policies andprocedures. <br />D.Provide for increased public confidence in the proceduresfollowed in public <br />Procurement. <br />E.Ensure the fair and equitable treatment of all Persons who do business with theCity. <br />F.ProvideincreasedeconomyinCityProcurementactivitiesandmaximize,tothefullest <br />extent practicable, the purchasing value of public monies of theCity. <br />G.Promote effective broad-based competition within the free enterprisesystem. <br />H.Provide safeguards for the maintenance of a Procurement system of quality and integrity. <br />I.Obtain in a cost-effective and timely manner the quality goods, services, professional <br />services and construction as required by the City to better serve its citizens. <br />1.1APPLICABILITY ANDEXCLUSIONS <br />A.General Application: The provisions of this Policy shall apply to the Procurement of <br />goods,services,professionalservicesandconstructionbytheCityCommissionand the <br />DepartmentsunderthedelegatedauthorityoftheCityCommission.Expenditures of <br />Federal or State assistance funds and Grants will be conducted in accordance with the <br />applicable mandatory Federal and State laws and regulations, which may not be reflected <br />in this Policy or may be inconsistent with any provision of this Policy.However,nothing <br />inthisPolicyshallpreventtheCityfromcomplyingwiththeterms and conditions of any <br />Grant, Contract, gift or bequest that is otherwise consistent with law. <br />Page 4 <br /> <br />
