RESOLUTION 23-3356 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, ESTABLISHING A CHARTER REVIEW <br />ADVISORY COMMITTEE; PROVIDING FOR QUALIFICATIONS FOR <br />MEMBERSHIP OF THE COMMITTEE; ESTABLISHING <br />RESPONSIBILITIES AND REPORTING REQUIREMENTS; PROVIDING <br />FOR LEGAL AND STAFF ASSISTANCE TO THE COMMITTEE; <br />PROVIDING FOR CONFLICTS, SEVERABILITY AND AN EFFECTIVE <br />DATE. <br />WHEREAS, Section 11.08 of the City Charter provides for the periodic review of the <br />Charter by a citizen review committee every seven (7) years to make recommendations to the <br />City Commission for possible submission to the voters at the next regular election; and <br />WHEREAS, Section 11.08 of the City Charter also requires that said committee be <br />appointed one year before the next regular election cycle which will occur in August 2024; and <br />WHEREAS, the last Charter review was conducted in 2015-2016 and the City <br />Commission desires to provide an open, objective, and deliberative process to provide ample <br />opportunity for the public to participate in the City Charter amendment process. <br />NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY <br />OF CASSELBERRY, FLORIDA, AS FOLLOWS <br />SECTION I. Committee. A Charter Review Advisory Committee is hereby <br />established, which shall be composed of five (5) members to be appointed by the City <br />Commission. Each of the five (5) members of the City Commission shall appoint one (1) <br />member to the Committee. The appointments shall be announced and spread upon the Minutes <br />of the City Commission meeting at which the appointments are made. The members shall serve <br />for the duration of the Committee as provided herein. Any vacancy created by the incapacity, <br />resignation or otherwise of a member shall be filled at the next regular or special meeting of the <br />City Commission upon selection by the original appointing Commission Member. <br />SECTION IL Qualifications. Members of the Charter Review Advisory Committee shall <br />be residents of the City and shall remain City residents for the duration of their membership on the <br />Committee. The Mayor and Commissioners shall confirm that their appointments are willing to <br />serve, are available to attend all required meetings, and cavy out the responsibilities of the Charter <br />Review Advisory Cormnittee as provided by in this Resolution. The Appointees shall submit to the <br />City Clerk prior to appointment a completed Volunteer Board Appointment Application Form. <br />Members of the Charter Review Advisory Committee shall also abide by the Code of <br />Boardsmanship Policy, adopted by the City Conunission via Resolution 07-1783. <br />SECTION III. Committee Responsibilities. The Committee shall have the <br />responsibility of reviewing the City's existing City Charter and providing written <br />recommendations to the City Commission. In their review of the City Charter, the Committee <br />shall not make recommendations relative to changing the current form of government from the <br />Commission -Manager form. <br />SECTION IV.
