Adoption of Operating Rules and Procedures Mr. Christiansen said the Operating Rules and Procedures were revised in compliance with legislation that required the City put internal controls into the operating rules. The changes are as follows: • Section 1.5 - Code of Ethics - Not Accept Gifts • Section 1.9 Education Requirements - Trustees Required to Attend Seminars • Section 1.10 - Disclosure of Financial Interest - Requires New Member File Disclosure Form within 30 Days of Taking Office and Final Disclosure Form within 60 Days for Members Leaving Office. • Section 2.9 - Required to Complete Minutes after each Meeting Section 5 - Internal Procedures and Controls - Can Pay Expenditures Between Board Meetings • Section 5.3 - Early or Normal Retirement - Return of Contributions authorized by the City Manager • Section 5.4 - Requires Board Designee to Review Custodial Statements • Section 5.5 - Rollovers to and From the Fund • Section 10.11 - Declaration of Expected Annual Rate of Return • Section 10.12 - Investment Reports to the City Commission at Year End • Section 12. 1 - Audit - Requirements by the Auditor • Sect2ol, 12.3 - Rev.ev. of Internal Controls - Request Auditor Review and Make Suggestion • Section 14.4 - Disability Claims - Time Periods for Public Hearings Changed to 90 Days • Section 17 - Disability Review Procedure Requirement Added to the Rules MOTION: Moved by Police Officer Larry Littrell to approve the Operating Rules and Procedures dated November 26, 2001 as submitted by the Board Attorney. Seconded by Firefighter Theresa Krebs and motion was approved unanimously by voice vote. XII. Miscellaneous The receipt of Firefighters' Supplemental Compensation Trust Fund was accepted by the Board as general information. Mr. Christiansen suggested the following dates for future meeting dates: March 6, 2002, June 5, 2002, September 4, 2002 and December 4, 2002 The dates will be confirmed at a later date.
