Police Officers' and Firefighters' Pension Board <br />November 26, 2001 <br />Page 5 <br />X. Proposed Ordinance Amending the City's Pension Plan <br />This item was tabled at the September meeting to give the City Manager an opportunity for more input <br />regarding the proposed ordinance. He outlined his objections to the proposed ordinance changes in a <br />letter submitted to the Board ,dated November 14, 2001. He recommended that the Board proceed with <br />one change reconnmended in the ordinance (i.e. reduction in payment by members from the current 1% to <br />1/2%.) He indicated the other changes were unnecessarily expensive, un -fair to non -risk personnel, <br />provide benefit improvements which have not been bargained for, were not helpful and were likely <br />damaging to recruitment and retention efforts of employees for the City. <br />The City Manager indicated that the City was not required to go lock step with the State and other cities <br />that have opted out of the Florida Retirement System have indicated they are not adopting all the changes. <br />The underlying reason to change to a City Pension Plan was to have local control and not be dictated to <br />by the State with cost prohibitive benefit changes. <br />MOTION: Police Officer Larry Littrell moved to recommend to the City Commission <br />that the proposed Ordinance be adopted as submitted with all changes to <br />accomplish parity with the Florida Retirement System. Seconded by <br />Firefighter Theresa Krebs. ( Amended on a 3 - 1 roll call vote to reflect <br />changes outlined in the following Amended Motion. Police Officer Larry <br />Littrell casting dissenting vote on the Amended Motion.) <br />AMENDED MOTION: Moved by Chairman Tom Embree to amend the Motion on <br />the floor and approve the recommendation of the City <br />Manager (Section 1 reduce member contribution from I% <br />to 1/%) and approve all non -cost items - Section 7 Military <br />Service buy-back provision for previous service; and Section <br />8 - Family and Medical Leave Act and Authorized Leaves of <br />Absence) and include the change in the Rollover or Transfer <br />to the Fund Provision as presented by the Board Attorney. <br />Seconded by Mrs. Mary Moschler and motion carried roll <br />call vote of 3 - 1. Police Officer Larry Littrell dissenting. <br />MOTION: Moved by Police Officer Larry Littrell to request the City Manager put <br />forth a City proposal of possible ideas for modification for improvement of <br />benefits to the Plan; after evaluation by the members of the Plan, the City <br />Manager is authorized to engage the services of the Actuary to study and <br />provide the cost for the suggested alternatives. Seconded by Mrs. Mary <br />Moschler and carried unanimously by voice vote. <br />
