Police Officers'/Firefighters' Pension Board of Trustees <br />March 4, 2002 <br />Page 4 <br />Section 8 - Family Medical Leave Act and Authorized Leaves of Absence - Allows a member <br />the option of buying back time taken off for family medical leave. This is at no <br />cost to the Plan. <br />Section 10 - Prior Police or Fire Service -Allows a member to buyback service from prior <br />employment for up to 5 years credited service. This is at no cost to the Plan. <br />MOTION: Moved by Vice Chairman Hank Giffen to approve the Ordinance for <br />presentation to the City Commission at the March 25, 2002 <br />Commission Meeting for first reading. Motion was seconded by Mr. <br />Dale Christensen and carried unanimously by voice vote. <br />XI. Additional Discussion on Benefit Changes <br />Mr. Jeffrey Dreier, Finance Director, submitted a letter to the Board regarding cost impact of <br />State legislated benefits. He cautioned the Board that additional benefits as mandated by the <br />State of Florida would add additional costs to the City and overburden the Plan for a negative <br />impact. Also included with the letter was actuarial summary report. <br />Mr. Jack Schluckebier, City Manager, said the commitment made when the City opted out of the <br />Florida Retirement System was to parallel benefits with the Florida Retirement System as closely <br />as possible. He said the City should not go lock step with the mandated changes handed down <br />by the State; City has the fiscal responsibility for the benefits for the Plan. The City's Plan is and <br />the Board of Trustees is in full compliance with Chapters 175 and 185 and State funds are being <br />used for additional benefits. <br />The Board authorized an Actuarial Study to determine if State money is being used appropriately. <br />MOTION: Moved by Police Officer Larry Littrell to repeat the Study conducted <br />by the Actuary in March 2002 to determine if State funds are being <br />used to provide additional benefits for Police Officers and <br />Firefighters. Motion was seconded by Mr. Dale Christensen and <br />carried unanimously by voice vote. <br />
