CASSELBERRY CITY COMMISSION <br />Minutes of April 10, 2023 — Regular Meeting <br />Page 7 of 11 <br />No one else came forward. <br />After additional discussion, the City Commission agreed by consensus to direct staff to engage the <br />consultant to move forward with the Update to the Citywide Streetlight Need Study and to work towards <br />developing a plan for implementing an increase in the City's streetlight assessment fees by utilizing a <br />combination of Tiers I and 2, with an escalator built in to gradually increase over the next ten years to the <br />point where a portion of Tier 3 would be possible and to reach a point where the next increase would not <br />be as significant a jump in the fees for the taxpayers. <br />12. RESOLUTIONS <br />A. Resolution 23-5363 — Authorization for the City Manager to Execute an Agreement <br />with Bryant Miller Olive for Street Lighting Assessment Update and Related <br />Budget Amendment #23-047 <br />The City Clerk read Resolution 23-5363 by title, as follows: <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN <br />AGREEMENT WITH BRYANT MILLER OLIVE FOR A STREET LIGHTING ASSESSMENT <br />UPDATE UP TO AN AMOUNT NOT TO EXCEED $50,000; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Staff Presentation: Resolution 23-5363 and related Budget Amendment 423-047 provide for approval of <br />authorization for the City Manager to execute an agreement with Bryant Miller Olive for an amount not to <br />exceed $50,000 for a Street Lighting Assessment update. Public Works & Utilities Director Kelly Brock <br />gave a brief overview of the item which is related to the agenda item immediately preceding this one which <br />was a discussion and presentation of the Citywide Streetlight Need Study completed in March 2023. Dr. <br />Brock advised that this request was being made due to the tight timeline needed for enacting changes to the <br />streetlight assessment fees for Fiscal Year 2024. <br />Budget Impact: Budget Amendment 423-047 will provide sufficient finding for this itern by increasing <br />General Fund Other Non-operating Sources account #001-0000-389.90-00 and General Fund Engineering <br />Professional Services account #001-0710-539.31-00 each by $50,000. <br />BA #23-047 <br />Explanation of Request: This budget amendment seeks City Commission approval to provide funding <br />for Street Light Assessment update with Bryant Miller Olive in the amount of $50,000. <br />Account Number Account Description Amount <br />Increase: <br />001-0000-389.90-00 Other Non-operating Source $50,000 <br />001-0710-539.31-00 Professional Services $50,000 <br />
