CASSELBERRY CITY COMMISSION <br />Minutes of March 27, 2023 — Regular Meeting <br />Page 6 of 16 <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A THREE PARTY <br />ESCROW AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF <br />TRANSPORTATION AND THE STATE OF FLORIDA DEPARTMENT OF FINANCIAL <br />SERVICES DIVISION OF TREASURY IN ORDER TO PROVIDE FOR FUNDING FOR <br />CONSTRUCTION ENGINEERING AND INSEPCTION SERVICES FOR THE SOUTHCOT <br />DRIVE BICYCLEIPEDESTRIAN IMPROVEMENTS PROJECT; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 23-3558 provides for approval of a Three Party Escrow Agreement with the <br />Florida Department of Transportation (FDOT) and the Florida Department of Financial Services Division <br />of Treasury to provide for construction engineering and inspection (CEI) services for the Southcot Drive <br />Bicycle/Pedestrian Improvements Project (City project number PW 1702). (Ref. ITB -2022-0954) <br />Budget Impact: There is no FY 2023 Budget impact associated with this item. However, as addressed by <br />separate items on this same agenda, sufficient funding is included in the adopted FY 2023 Budget for the <br />anticipated initial local contributions for CEI services in the Infrastructure Surtax (Sales Tax) Fund <br />Infrastructure account 9114-0710-541.63-40. <br />Recommendation: The City Manager and the Public Works & Utilities Director recommended approval <br />of Resolution 23-3558 approving and authorizing execution of the Three -Party Escrow Agreement with <br />FDOT and the Florida Department of Financial Services Division of Treasury. <br />H. Resolution 23-3559 — Locally Funded Agreement with the Florida Department of <br />Transportation to Provide Funding for Non -Federal Portion of Construction <br />Engineering and Inspection Services for the Southcot Drive Bicycle/Pedestrian <br />Improvements Project <br />"A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, <br />FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF A LOCALLY FUNDED <br />AGREEMENT WITH THE STATE OF FLORIDA DEPARTMENT OF TRANSPORTATION IN <br />ORDER TO PROVIDE FOR NON-FEDERAL FUNDING FOR CONSTRUCTION <br />ENGINEERING AND INSPECTION SERVICES FOR THE SOUTHCOT DRIVE <br />BICYCLE/PEDESTRIAN IMPROVEMENTS PROJECT; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE." <br />Introduction: Resolution 23-3559 provides for approval of a Locally Funded Agreement with the Florida <br />Department of Transportation to provide funding for the non-federal portion of construction engineering <br />and inspection (CEI) services for the Southcot Drive Bicycle/Pedestrian Improvements (from Sunset Drive <br />to South Triplet Lake Drive) Project (City project number PW 1702), including an initial advance deposit <br />of $20,563. (Ref. ITB -2022-0954) <br />Budget Impact: Sufficient funding has been budgeted in the Fiscal Year 2023 Infrastructure Surtax (Sales <br />Tax) Fund Infrastructure account 4114-0710-541.63-40 to cover the initial estimated cost of $20,563 <br />associated with this item. <br />
