Phase I Binding Agreement - Mr. Campbell said binding agreements <br />were covered under SPR -81-03, Phase I Carmel -by -the -Lake (Public <br />Hearing #1) . The same stipulations and/or conditions apply as to the <br />escrow deposit; that any failure with reference to the escrow deposit <br />would declare this matter null and void. Mr. Hoeksema agreed. <br />2. Buffers - Mr. Campbell said buffers would be provided along the <br />east side of the property including the possibility of walls, which would <br />be determined at final development plan approval. Mr. Campbell said this <br />request would be withdrawn if the applicant would be willing to note on <br />the plans that walls may be required "in other areas." The applicant <br />agreed. <br />3. Residential Building Locations - Mr. Campbell said building separa- <br />tions were discussed under Ordinance 651 (Carmel -of -the -Lake Density) <br />and the staff is satisfied with the compromise, i.e., separation between <br />buildings and between the buildings and the lake are subject to acceptable <br />field adjustments by staff. <br />Mr. Campbell said the Engineering Department has indicated that approval <br />of this plan would be preliminary only; that final permits, agreements, con- <br />struction plans and details would be submitted for review and comment at <br />a later date. The Public Works Department indicated some drainage concerns, <br />which which should be handled during the final development plan. <br />Mr. Campbell said the Utilities Department has indicated that the 20 inch <br />sanitary sewer force main connection to Iron Bridge is not acceptable to <br />the South Seminole North Orange County Wastewater Transmission Authority. <br />Mr. Barnet said the applicant is in the process of redesigning their piping <br />to coincide with the desires of the Authority and the requirement of the <br />City of Casselberry. Mr. Barnet said this matter would be resolved during <br />the final development process. <br />(9) <br />
