City Council December 18, 1989 Ordinance 651 (Continued) MOTION: Mr. Schutte moved to deny Ordinance 651 on second and final reading. Motion died for lack of a second. Chairman Miller called for another motion. MOTION: Mrs. Percle moved, Mr. Henson seconded, and motion carried 4 - 1 (Mr. Schutte dissenting) to approve Ordinance 651 on second and final reading. III. SPR -81-03, The Vinings at Lake Howell - Revised Preliminary De- velopment Plan (Current Phases II and III of Carmel -by -the -Lake) MOTION: Mr. Schutte moved, Mrs. Percle seconded, and motion carried unanimously to read the Notice of Public Hearing relative to SPR -81-03, The Vinings at Lake Howell. Mrs. Garavano read Notice of Public Hearing as follows: "Notice is hereby given that a Public Hearing will be held by the City Council of the City of Casselberry, Florida, on the 18th day of December 1989 at 7:30 P.M., or as soon thereafter as possible in the Casselberry City Hall, 95 Triplet Lake Drive, Casselberry, Florida, to consider approval of the Revised Preliminary Develop- ment Plan of the Carmel-by-the-Lake/Trammel Crow Proposal known as the Vinings at Lake Howell. At the hearing interested parties may appear and be heard with respect to the Revised Preliminary Development Plan. This hearing may be continued from time to time until final action is taken by the City Council. Copies of the Revised Preliminary Development Plan are available in the Planning Department at City Hall and may be inspected by the public. Mrs. Garavano said this notice was published in the Legal Review section of the Seminole Sentinel on December 3, 1989 and has been posted in three places since the 28th day of November 1989. Notice was mailed to surround- ing property owners on the 29th and 30th days of November 1989. Mr. Campbell said since the November 16, 1989 submittal of the Revised Preliminary Development Plan for Phases II and III of Carmel -by -the -Lake site, revised drawings and other materials have been submitted and the following contingencies remain: (8)
