City Council <br />December 18, 1989 <br />MOTION: Mrs. Percle moved, Mr. Henson seconded, <br />and motion carried unanimously to continue <br />the Public Hearings to the Call of the Chair <br />and Work Session Item "A" - SP -89-01 and <br />SPR -89-06, Newport Colony Apartments Final <br />Plat and Site Plan be discussed at this time. <br />SP -89-01 AND SPR -89-06, NEWPORT COLONY APARTMENTS FINAL PLAT <br />AND SITE PLAN (FORMERLY REFERRED TO AS CASSEL CREEK DEVELOPMENT <br />Mr. Campbell said the City of Casselberry Planning and Zoning Commission/ <br />Land Planning Agency on November 29, 1989, reviewed a final plat and a <br />site plan submitted for approval of the Newport Colony Apartments site <br />(SP -89-01 and SPR -89-06). Preliminary Subdivision Plan for the 44.9657 <br />acre site was approved by Council on August 28, 1989. The final plat <br />and the Preliminary Subdivision Plan show five lots and associated rights- <br />of-way and easements. Two of the five lots are intended for apartments <br />and common facilities, one for retention purposes, one for buffer purposes, <br />and one for a City park. A total of 476 dwelling units are proposed for <br />this R-3 (Multi -Family) zoned parcel. The property is designated by the <br />Comprehensive Plan as Multi -Family. <br />Mr. Campbell said the Planning and Zoning Commission/Land Planning <br />Agency recommended approval of these requests subject to contingencies <br />as follows: (Reference City Planner's Memo dated December 14, 1989) <br />I. FINAL PLAT <br />1. Required Certificates - Mr. Campbell asked that a <br />Mortgage Holder's Certificate pursuant to Section <br />155.07(D) (4) be provided and approved by the City <br />Attorney and suitably executed prior to recording <br />of Final Plat. <br />Mr. Jack Hanson, Design Development Coordinator, Embrey <br />Associates, 4110 Boy Scout Boulevard, Suite 785, Tampa, <br />said he would comply. <br />2. Flood Hazards - Mr. Campbell said it was recommended <br />that the applicant demonstrate to the satisfaction of the <br />City Engineer prior to final plat approval, compliance <br />
